About the Role:
We are seeking an experienced Regional PMO Lead to lead site enablement and capital works delivery across an APAC portfolio. This role is responsible for managing temporary construction works, contractor and consultant coordination, EHS compliance, financial control, and governance reporting across multiple countries.
The successful candidate will oversee new site activations, ensure projects are delivered safely and within budget, and act as the key interface between internal stakeholders, contractors, and client teams. This position requires strong multi-country project management experience, commercial acumen, and the ability to travel across the region (approximately 20-30%).
Key Responsibilities
Project Delivery & Site Enablement
- Lead end-to-end delivery of site enablement works across APAC (temporary fencing, grading, drainage, sedimentation ponds, seeding, turfing).
- Act as Principal Contractor for temporary works, ensuring safety, compliance, procurement, logistics, and site management.
- Manage design consultants and installation contractors to deliver works on time, within budget (12%), and aligned to quality standards.
- Coordinate temporary and non-standard works including flood mitigation, stormwater control, and signage.
Contractor & Vendor Management
- Manage procurement lifecycle from tender to contract award (minimum three quotes where feasible).
- Oversee subcontractor performance, ensuring compliance with approved method statements, risk assessments, and safety standards.
- Coordinate site access, supplier documentation, and commercial alignment across 2-4 subcontract packages per project.
EHS & Risk Management
- Ensure compliance with global EHS policies and high-risk activity standards.
- Maintain project risk registers with mitigation plans and regular stakeholder reporting.
- Ensure proper site supervision and timely submission of EHS documentation.
- Governance & Financial Control
- Deliver standardized regional reporting and maintain budgets, cash flow forecasts, and financial tracking.
- Manage scope control and change management processes.
- Maintain comprehensive project documentation including inspections and O&M manuals.
New Site Activation
- Lead activation of new land parcels, including condition reports and handover documentation.
- Develop resource plans and support due diligence for newly onboarded sites.
- Coordinate with in-country teams to ensure seamless site onboarding and compliance.
Stakeholder Engagement
- Serve as primary project interface for client-related matters.
- Liaise with authorities and utility providers for permits and regulatory compliance.
- Support account leadership with proposals, risk plans, and project documentation.
What You'll Need:
Essential
- Bachelor's degree in Construction Management, Civil Engineering, Project Management, or related field.
- Minimum 10 years experience in project or construction management within commercial, infrastructure, or data center environments.
- Proven experience managing multi-site, multi-country portfolios across APAC.
- Strong knowledge of temporary works (fencing, earthworks, grading, drainage, stormwater).
- Experience acting as Principal Contractor, managing consultants and subcontractors.
- Solid financial management skills (budgeting, forecasting, variance control).
- Strong understanding of EHS compliance and risk management frameworks.
- Fluent in English (written and spoken).
- Based in Singapore or willing to relocate with valid work rights
Desirable
- Experience in technology or data center environments.
- Project Management certification (PMP, PRINCE2, or equivalent).
- Workplace Health & Safety or frontline management certification.
- Familiarity with digital reporting tools (e.g., Power BI, SharePoint).
- Experience with a global facilities management or project delivery firm.
- Travel Requirements :20-30% travel across APAC (including Australia, Indonesia, Malaysia, Japan, and Korea), with increased travel during site enablement and activation phases.
