Job Description

Experience
CSA Quality Control Engineer to support on-site quality management for construction projects in Singapore. The role focuses on civil, structural and architectural works, ensuring compliance with project quality plans, quality of construction works comforms to approved drawings, method statements, inspection and tesing plans (ITP) and procedures, Singapore regulatory requirements, and client standards. Experience in high-tech facilities or industrial projects is highly preferred.

Years of Experience
Minimum 3 years of on-site experience in construction quality management.

Licenses
Candidates shall possess qualifications and licenses in compliance with applicable local regulations and authority requirements.

Others
1.Bachelor's degree or above in Civil/Structural Engineering, Construction Management, Architecture, or related disciplines.

2. Language Requirements: Fluent in English additional language skills such as Chinese or Taiwanese are an advantage.

3.Familiar with inspection and testing procedures for CSA work and coordination with local testing laboratories regarding CSA testing and test reports.

4. Familiar with Singapore construction quality regulations and requirements, including BCA-related standards and industry practices.

5. Knowledge of CONQUAS standards and site inspection requirements is highly preferred.

6. ISO 9001 Internal Auditor certification or equivalent quality management training is an advantage.

7. Possession of construction quality-related certifications or formal QA/QC training is preferred.

8. Good command of English, with the ability to communicate effectively with clients, consultants, and site teams in a project environment.

9. Able to work independently on site and coordinate effectively with project teams, contractors, and stakeholders.

Responsibilities
1.Coordinate and manage inspection and testing of construction materials and required test reports with Client approved local third party testing laboratories, and prepare inspection and test reports in accordance with approved procedures.

2.Manage CSA subcontractor quality activities and schedule joint witness/hold point inspection with Client Quality Inspectors as per approved ITPs.

3. Review, verify, and endorse quality-related documentation submissions by CSA subcontractors, including ITPs, method statements, inspection records, and test results.

4. Conduct quality audit of subcontractors in line with the Project Quality Plan and construction schedule.

5.Issue Nonconformance Reports (NCR) to nonconforming products and construction works and activities. Manage the closure and follow-ups of Non-conformances issued to construction supervisors or subcontractors and record these NCRs to the CSA NCR Register.

6. Support and participate in Client / Owner / Consultant quality audits and inspections, including follow-up on non-conformances and corrective actions issued by Client / Owner / Consultant.

7.Perform other quality-related duties as assigned by the Project Manager or Project Quality Manager.
