Roles & Responsibilities
1) Quality Management System (QMS) Oversight
- Develop, implement, and maintain the corporate QMS in line with ISO 9001 or other relevant standards.
- Ensure consistency in quality practices across all projects and business units.
- Lead audits (internal and external) to assess compliance with the QMS.
- Prepare Standard Operation Procedures for each works activities operation, including Hazard & Risk Analysis of works to be carried out and their progressive improvement amendments and changes.
2) Policy & Procedure Development
- Create and standardize quality policies, procedures, inspection test plans (ITPs), and work instructions.
- Ensure QA/QC documentation is updated and accessible.
- Assist the team of site engineer and technicians to ensure works carried out are in order.
- Coordinating with the site QAQC Team on matters relating to quality of the works and methods on executing the works in accordance with the submitted and approved Standard Operation Procedures.
- Checking and verifying that the approved Quality Control System is implemented and maintained at the project site.
3) Project Support and Governance
- Provide QA/QC guidance and submit to Manager / Director for review prior to furnish oversight to project teams.
- Review and approve project-specific QA/QC documentation (e.g., Quality Plans, Method Statements).
- Monitor QA/QC performance indicators across projects and provide feedback.
4) Audit and Compliance
- Plan and conduct corporate-level quality audits (internal, supplier, and subcontractor audits).
- Follow up on audit findings to ensure timely corrective and preventive actions (CAPA).
- Ensure regulatory and contractual compliance on all quality matters.
- Coordinating quality audits performed by the Engineer and third parties.
- Ensuring latest quality system document revisions are distributed and used by Project / Dept.
- To conduct quarterly Project's Quality Evaluation Report
5) Training & Development
- Identify quality training needs and propose training programs for QA/QC staff and other employees for QESH Director to review.
- Asst QESH Dept to promote a quality culture across the organization.
6) Reporting & Analysis
- Develop and maintain quality performance metrics and KPIs.
- Analyze non-conformities, defects, and root causes, and lead continuous improvement efforts.
- Provide regular reports to senior management on quality performance and risks.
- Identify Nonconformities and executing Nonconformities Notification, with follow up that Corrective actions been taken and recommend preventive Measure & Actions.
7) Supplier & Subcontractor Quality Assurance
- Pre-qualify suppliers and subcontractors based on quality criteria.
- Audit and evaluate supplier/subcontractor QA/QC systems and performance.
- Ensure materials and services meet required specifications and standards.
8) Interface with Other Departments
- Collaborate with engineering, procurement, construction, and EHS teams to ensure quality integration.
- Act as the corporate representative for quality-related discussions when assigned by Manager or Director with clients or regulatory bodies.
9) Skills & Competencies Required
- Strong knowledge of ISO standards, QA/QC processes, and industry codes (e.g., BS, EN, ASTM, SS).
- Proficiency in audit techniques, quality tools.
- Leadership and communication skills for managing cross-functional teams.
- Experience in document control systems and quality reporting tools.
10) Continuous Improvement
- Monitor feedback from projects and employees to identify areas for process improvement.
- Assist in implementing best practices to enhance Quality performance and compliance.
Minimum Qualification
. Minimum GCE O-Level / Diploma Holder or Higher.
. With Quality Background - Minimum 5yrs.
. Familiar with ISO 9001.
. Good communication skills and multitasking abilities.
. Proficiency in MS Office (Word, Excel, and PowerPoint).
