Serve as the appointed Workplace Safety & HealthOfficer (WSHO) and Environmental Control Officer (ECO) for the project,ensuring full compliance with all statutory and regulatory requirements.
Develop, implement, and continuously review Workplace Safety & Health(WSH) policies, procedures, and programs in accordance with the Ministry ofManpower (MOM) WSH Act and its subsidiary regulations.
Lead the Risk Management (RM) process, including hazard identification, riskassessment, and implementation of effective risk control measures for allconstruction activities.
Review, establish, and enforce Safe Work Procedures (SWPs), methodstatements, and permit-to-work systems for high-risk activities such as liftingoperations, work at height, confined space, and hot works.
Monitor and ensure compliance with all safety requirements by contractors andsubcontractors, including conducting regular coordination meetings andperformance reviews.
Oversee environmental management practices, including control of airpollution, noise, vibration, waste management, vector control, and waterdischarge, ensuring compliance with National Environment Agency (NEA) and otherrelevant regulations.
Implement and monitor Environmental Management Plans (EMP) and ensuremitigation measures are properly executed and documented.
Conduct routine and ad-hoc site inspections, safety audits, and environmentalmonitoring identify non-conformances and ensure timely closure of correctiveand preventive actions.
Organize and conduct safety induction programs, toolbox meetings, emergencydrills, and environmental awareness training for all site personnel.
Act as the secretary to the WSH Committee, including organizing meetings,preparing minutes, and tracking follow-up actions.
Lead incident investigations, including accidents, dangerous occurrences,near misses, and environmental breaches prepare detailed reports and recommendpreventive measures.
Maintain and update the project's emergency response plan, includingcoordination of fire safety measures, evacuation drills, and crisis managementprocedures.
Liaise with government authorities such as MOM, NEA, Building andConstruction Authority (BCA), and other regulatory bodies on inspections,audits, and compliance matters.
Ensure all safety equipment, personal protective equipment (PPE), andemergency facilities are properly maintained, inspected, and compliant withstandards.
Monitor safety performance indicators and prepare comprehensive reports formanagement review, including trend analysis and recommendations forimprovement.
Maintain proper documentation and records for WSH and environmentalmanagement systems, including ISO 45001 and ISO 14001 compliance.
Support sustainability initiatives such as waste minimization, recyclingprograms, and energy efficiency improvements on-site.
Review subcontractors safety plans, risk assessments, and environmentalcontrol measures prior to work commencement.
Ensure compliance with workplace health requirements, including heat stressmanagement, hygiene, and workers well-being.
Assist in tender preparation and project planning by providing input onsafety and environmental considerations.
Perform any other duties as assigned by the Project Manager or managementteam.
Job Requirements
Registered Workplace Safety & Health Officer (WSHO)with the Ministry of Manpower (MOM), Singapore.
Valid Environmental Control Officer (ECO) certification recognized by theNational Environment Agency (NEA).
Degree or Diploma in Occupational Safety & Health, EnvironmentalManagement, Engineering, or equivalent
Minimum 5 years of relevant experience in the local construction industry,preferably in building or infrastructure projects.
Strong knowledge of Singapore's Workplace Safety & Health Act,Environmental Protection and Management Act, and relevant codes of practice.
Hands-on experience in Risk Management (RM), incident investigation, andimplementation of Safe Work Procedures (SWPs).
Familiarity with ISO management systems such as ISO 45001 (OccupationalHealth & Safety) and ISO 14001 (Environmental Management Systems).
Experience in handling government inspections, audits, and compliancesubmissions with MOM, NEA, and BCA.
Good analytical and problem-solving skills, with the ability to identifyhazards and implement practical solutions.
Strong leadership and communication skills, with the ability to influence andenforce safety practices among workers and subcontractors.
Proficient in report writing, documentation, and use of Microsoft Officeapplications.
Ability to work independently, manage multiple tasks, and perform effectivelyunder pressure in a fast-paced construction environment.
Knowledge of construction processes, equipment, and site operations will bean added advantage.
Possession of additional certifications such as Confined Space Assessor,Lifting Supervisor, or Fire Safety Manager will be advantageous.
