Job Description

The Contract Manager is responsible for managing all contractual, commercial, and compliance matters across the company's solar PV projects, with a strong focus on large-scale public sector projects such as LTA contracts.

This role ensures that the company's contractual rights are protected, obligations are fulfilled, and risks are properly managed throughout the project lifecycle. The Contract Manager will work closely with the Project Manager, BD department and site team to clearly define SolarGy's scope of work versus other contractors responsibilities, preventing scope creep, disputes, and unapproved variations.

Key Responsibilities

1. Contract Administration & Compliance

Review and administer main contracts, subcontracts, and consultancy agreements to ensure compliance with contractual obligations.

Interpret contractual clauses, specifications, and technical documents for project teams.

Ensure project execution aligns with contractual requirements, technical specifications, and authority regulations (e.g., LTA General Specifications, PS/CS documents, and contractual conditions).

Maintain proper documentation of contractual communications, notices, and submissions.

2. Contractual Risk Management

Identify contractual risks at project commencement and implement mitigation strategies.

Monitor project performance against contractual obligations, milestones, and deliverables.

Advise management and project teams on potential liabilities, claims exposure, and contractual deviations.

Ensure proper issuance of contractual notices in accordance with contract timelines.

3. Claims, Variations & Change Management

Manage the preparation and submission of variation orders, extension of time (EOT) claims, and cost claims.

Assess incoming variation requests from the client or main contractor.

Support the commercial team in quantifying contractual entitlements.

Negotiate variation claims and dispute matters with clients, consultants, and main contractors.

4. Scope Definition & Interface Management

Work closely with Project Managers to clearly define SolarGy's contractual scope versus other contractors scope of work.

Identify interface risks between solar PV works and other trades such as:

  • Structural / civil works
  • Electrical infrastructure
  • Faade contractors
  • Roofing contractors
  • Main contractor works

Ensure responsibilities are clearly documented to prevent scope gaps or overlaps.

Assist the project team in managing interface issues during design, construction, and commissioning phases.

5. Support to Project Managers

Provide contractual guidance to PMs during project execution.

Assist PMs in responding to contractual correspondence, technical clarifications, and dispute matters.

Ensure project teams follow proper contract administration procedures.

Participate in project meetings where contractual matters are discussed.

6. Contractual Documentation & Records

Maintain structured records of:

  • Contractual notices
  • Variation instructions
  • Change orders
  • Claims submissions
  • Correspondence with clients and consultants

Ensure documentation supports future claims, dispute resolution, or audits.

7. Dispute Prevention & Resolution

Proactively identify issues that may lead to disputes and resolve them early.

Support management in negotiations with clients or contractors regarding contractual disagreements.

Assist in preparation of documentation for dispute resolution, mediation, or arbitration when required.


Key Requirements

Qualifications

Degree in Engineering, Construction Management, Quantity Surveying, or Law.

Professional certifications in contract management, construction law, or project management are advantageous.

Experience

Minimum 8-12 years of experience in contract administration or commercial management within construction, infrastructure, or renewable energy sectors.

Strong experience handling large public infrastructure projects (e.g., LTA, MRT, government infrastructure projects).

Technical Competencies

Strong understanding of:

  • Construction contract law
  • Variation and claims management
  • Extension of time (EOT) procedures
  • Risk allocation in infrastructure projects

Ability to interpret engineering drawings, specifications, and contractual documents.

Skills

Strong negotiation and dispute management skills.

Excellent analytical and documentation abilities.

Strong communication skills to coordinate between technical and commercial teams.

Ability to manage multiple projects simultaneously.
