Hands-on and with comprehensive experience at past in procurement process and supporting (or leading) procurement functions cover strategic sourcing and subcontracting.
Conversant of contractual terms and conditions in particular for Engineering, Procurement and Construction Works, and Public Infrastructure Projects.
Collaborate across internal departments- Tender/ Business Development, Project, Quanity Surveyor, Finance Team to ensure operational consistency, shape contracting strategies and frameworks that support long-term business objectives.
Review and Resolve commercial/technical ambiguities before award, Negotiate favourable pricing and commercial terms, Manage and administer of the procurement contractual agreements, ensure risk mitigation.
Manage post contract administration, support QS in evaluating variation orders and commercial disputes.
Support dispute avoidance strategies and assist in mediation, adjudication, arbitration where require. Coordinate with legal counsel when dispute arises.
Maintaining and updating of all procurement associated contractual documentation and records.
Communicate and work very closely with the project team for preparation of the invitation of the request for proposal and administering of the purchase requisition and award consent with the project team.
Supervise and guide and monitor procurement team including procurement executives and admin personnel of the day to day procurement operation.
Supporting Project Leads in budget monitoring.
With experience in auditing and its procedures and compliances.
With good oral and written command in English and with effective communication skills with all levels and he/she shall be proficient in Microsoft Office Suite including MS Word, Excel and Power Point
Requirements
At least 8 years working experience and with either Degree in Engineering (Chemical, Environmental, Mechanical), Construction Management or Quantity Surveyor, preferably in A1/L6 Main Contractor or EPC Contractor, in project contract administering role.
Applicants with more than 12 years of relevant experience may be considered for a Senior role.
Good knowledge and with experience within the various contracting associated with procurement management.
Good knowledge and with vast exposure at past with Public Sector Standard Conditions of Contract and Contract Law.
Good analytical and negotiation skills.
Preferably with those with comprehensive experience in water and wastewater industries especially in Process and Mechanical, Electrical, Instrumentation Control Automation (MEICA) Works
