Responsible for the management of ByteDance's nearly 100,000 contingent workforce, and align with management on management orientation and workforce strategy. 2. Lead the team to evaluate the business-side contingent workforce demands and provide implementable solutions. 3. Manage the quality, workforce risks, efficiency, etc. of service-providing vendors. 4. Build entry/exit (onboarding/offboarding) and other processes and systems under contingent workforce scenarios, ensuring business needs are met as well as compliance requirements such as data security. 5. Regularly report to management on the current status of the contingent workforce, including but not limited to strategy, efficiency, quality, issues, etc., and propose optimization recommendations.

Qualifications

Minimum Qualifications 1. Bachelor's degree or above majors in Human Resources, Labor Law, Business Administration, or related fields preferred. 2. At least 5 years of experience in managing workforce programs in either APAC, EMEA, or AMS, with end-to-end accountability for scaling compliant policies across multiple jurisdictions, evidenced by leading cross-region rollouts. 3. Strong knowledge of labor laws, compliance frameworks, and contingent workforce best practices, evidenced by delivering at least one material workforce outcome through strategy execution. 4. Excellent stakeholder management and communication skills, with professional proficiency in English (verbal and written), demonstrated by leading regional/global stakeholder alignment across at least three functions. Preferred Qualifications 1. Strong logical and structural thinking skills, demonstrated by designing scalable solutions and analyzing data to drive decisions, or implementing governance routines that improve measurable outcomes. 2. Proven track record in contingent workforce management, with direct oversight of 10,000+ contingent workers globally, demonstrated by clear ownership of workforce planning.
