Job Description

  • 2 year contract role
  • Working Location: Tuas


The Construction Manager leads the retrofit of boilers at TSIP project, providing overall direction above the Site Manager and ensuring alignment between project objectives and site execution. The role prioritizs safety management under a tight schedule with continuous two-shift operations, while optimizing construction efficiency. Responsibilities include close coordination with the project team and active engagement with the client, including negotiations on construction-related matters. He/she evaluates unforeseen conditions typical of retrofit work, assesses their impact on schedule and cost, and supports clear justification of non-contractor-related changes. The role also involves reviewing and guiding daily and weekly reports to ensure accurate and effective communication of site status.

Job responsibilities

  • Establish overall construction strategy, policies, and execution approach.
  • Provide leadership to Site Managers and supervisory staff to ensure alignment with project objectives and contractual requirements.
  • Optimize work sequencing, manpower, and equipment utilization under a highly constrained schedule and two-shift operation.
  • Establish and enforce safety policies oversee compliance with regulations promote strong safety culture across two-shift operations
  • Oversee overall site activities without direct daily supervision. Guide Site Managers on execution priorities, work methods, and coordination among subcontractors.
  • Monitor progress against milestones identify delays implement corrective actions to maintain timeline
  • 3Assess impacts of unexpected site conditions typical to replacement work.
  • 1Review and guide the preparation of Daily and Weekly Reports prepared by Site Managers and staff, ensuring accuracy, clarity, and proper reflection of site realities and risks.
  • Provide clear leadership and direction to align site execution with project objectives.
  • Communicate strategic priorities, safety expectations, and operational plans to the Site Manager and site teams.
  • Facilitate timely decision-making, issue resolution, and information sharing across all levels.
  • Engage proactively with the client on construction-related matters, including progress updates, issue resolution, and negotiations.
  • Manage subcontractors by setting expectations, monitoring performance, and ensuring compliance with safety, quality, and schedule requirements.


Job requirements

  • At least 9 years of Construction Site Manager experience
  • At least 5 WtE construction plant site manager experience
  • Strong knowledge of Waste-to-Energy (WtE) plant systems, including boiler operations, combustion processes, and flue gas treatment systems
  • Deep understanding of the specific challenges and constraints of WtE construction, particularly retrofit work within operating or partially operating facilities
  • Ability to manage complex interfaces between construction activities and plant operations, including safety, environmental, and access restrictions
  • Competence in assessing and responding to unforeseen site conditions, with the ability to evaluate impacts and communicate technical justifications effectively
  • Possession of qualifications related to piping works, boiler operation, waste management, and safety is desirable.
