Our Client is a Multinational Pharma and Biotech leader constructing a billion-dollar ADC manufacturing facility in Singapore.
SCOPE OF WORK
TheProcess Safety Lead is responsible for process safety delivery in the project, following the Client's Process Safety Management frameworks. Process Safety Lead should also serve as Local SHE representative as part of the client's team, responsible for highlighting to the project the local rules and regulations in terms of planning application, emission registers, environmental and safety studies, etc. Process Safety Lead will support the Project Technical Manager and the Engineering SHE Lead for the delivery of SHE matters. The Process Safety Lead is responsible for ensuring that Process Safety is fully integrated into the Design, engineering, construction and commissioning phases of the Project.
- Process Safety Design: Ensure that the facility is designed and delivered in accordance with Client's standards, local regulatory requirement, international standards and Industry best practices to prevent Hazards.
- Serve as a Technical authority for Process Safety of the project.
- Strategy and governance: Develop, maintain and follow the process safety strategy, standards & corporate policies.
- Risk identification and analysis: Lead & coordinate process hazard analyses (PHA study, Safety review, Hazop, LOPA etc.) and ensure risk assessments are applied across project life cycle stages. attend the Process safety reviews to present as Process Safety representative from Client team.
- Deliverables and Schedule: Accountable for all process safety deliverables (basis of safety, hazard studies, relief/ venting, explosion proof studies etc.) and activities are carried out according to project requirement and project schedule. Track and report the progress of the deliverables to the management team.
- Coordination: Liaise & coordinate with all the relevant stake holders including global SHE team, 3rd parties, design consultants to effectively carryout the Process Safety design implementation
- Cross functional leadership: close coordination with operations, engineering, quality and SHE team for daily works & decision making.
- Ensure Contractors and suppliers meet the process safety expectations.
- Monitor the progress of Process Safety & SHE delivery plan. Coordinate with stakeholders to provide inputs & decision making.
- Support Construction SHE team with relevant inputs for Local standards and operating procedures
- Actively involve & support activities necessary for mechanical completion, operational readiness and Pre Start-up Safety review.
REQUIREMENTS
- Degree in Engineering with Experience & detailed understanding of elements of Process Safety and inherent safer design
- Minimum 10 years of process safety expleriece
- High level of understanding of the range of standards.
- Detailed knowledge of relevant Safety, Health & Environment legislation
- Strong capability to manage cross functional interfaces
- Strong risk based decision making ability
- Post-graduate engineering qualification
