Job Description

Construction Manager

1. Project Planning & Pre-Construction

  • Review construction drawings, specifications, and contract documents.
  • Prepare construction methodology and work sequence.
  • Participate in project kickoff meetings with consultants, sub-contractors, and clients.
  • Assist in the development of project schedule (Gantt chart), manpower plan, resource allocation.
  • Identify risks and propose mitigation plans.
  • Coordinate shop drawings, method statements, material submissions.

2. Site Management & Supervision

  • Oversee day-to-day site operations to ensure work progress meets schedule.
  • Supervise site engineers, supervisors, safety officers, and subcontractors.
  • Ensure work is carried out according to approved drawings and specifications.
  • Monitor manpower, machinery, and materials on site.
  • Conduct daily toolbox meetings and ensure coordination between trades (RC, M&E, ID, architectural).
  • Resolve site issues promptly, including design discrepancies and technical conflicts.

3. Coordination With Stakeholders

  • Liaise with QPs (Architect, C&S, M&E consultants) for inspections and clarifications.
  • Conduct coordination meetings with subcontractors and suppliers.
  • Maintain strong communication with client/owner representatives.
  • Coordinate with authorities (BCA, SCDF, PUB, LTA) for inspections and approvals.
  • Work closely with QS for variations, cost control, and progress claims.

4. Quality Assurance & Technical Compliance

  • Implement QA/QC procedures for all construction activities.
  • Ensure materials and workmanship meet design standards and contractual requirements.
  • Organize inspections for structural, architectural, and M&E works (e.g., PT slab, rebar, waterproofing).
  • Manage non-conformance reports (NCR) and ensure corrective actions are taken.
  • Review test reports (concrete cube test, waterproofing test, commissioning results).

5. Safety, Health & Environment (SHE) Management

  • Ensure compliance with WSH Act and local site safety regulations.
  • Oversee safety officers and implement safe work procedures.
  • Conduct safety walk-downs and audits.
  • Ensure permits-to-work (PTW) are properly executed (hot work, lifting, confined space).
  • Investigate incidents/accidents and implement preventive measures.

6. Budget, Cost & Procurement Support

  • Work with QS for cost monitoring, VO evaluations, and budget control.
  • Assist in procurement planning - materials, equipment, subcontractors.
  • Monitor wastage, productivity, and cost-saving opportunities.
  • Review BOQs, tender documents, and subcontractor quotations.

7. Progress Tracking & Reporting

  • Monitor overall project progress vs. programme.
  • Prepare weekly/monthly progress reports for management and clients.
  • Update the master schedule identify critical path issues.
  • Oversee progress claims, milestone checks, and ensure timely inspections.
  • Ensure handover documentation (as-built drawings, O&M manuals, warranties).

8. Testing, Commissioning & Handover

  • Coordinate final testing & commissioning with M&E and other teams.
  • Ensure defects rectification and closure of all snag lists.
  • Manage TOP/CSC submissions and authority clearances.
  • Lead the handover process to client and end-users.
  • Ensure all project sign-offs, certification, and documentation are completed.

9. Leadership & Team Management

  • Mentor junior engineers and supervisors.
  • Allocate responsibilities and ensure productivity.
  • Resolve disputes among subcontractors and maintain a positive working environment.
  • Uphold professionalism and act as the main person-in-charge on site.
