Your role
Our major Oil & Energy Downstream Client is urgently looking for Construction Engineer (Rotating Equipment) who will be responsible for rotating equipment (RE) related activities planning i.e., developing efficient work plans (work packages, tasks, sequences, materials, craft/ manpower and resources). You will collect RE scopes from various disciplines. Evaluate the work scopes, perform scope optimization, and identify the scope of work that can be executed. Work closely with various disciplines to finalize the work scopes.
You will provide cost estimation for all RE work scopes & work closely with Cost Engineer on RE budget management. Provide cost saving initiatives for cost optimization. You will prepare Work Packages for all RE scopes which include but not limited to Equipment drawings, P & IDs, GA Drawings, BOM, ITPs, detailed planning etc. You will liaise with OEM specialist on site support arrangement & spare parts purchase for work scope.
- Work closely with various disciplines such as Mechanical, Electrical & Instrumentation for safe and successful execution. Perform site checks with various execution parties such as discipline engineers & contractors and ensure everyone understand the work scopes thoroughly and well prepared for safe and smooth Execution
- Work closely with Rotating Equipment Engineer (REE) during construction phase and ensure all the Hold Points are verified & witnessed as per Inspection & Test Plan (ITP) for Flawless Execution
- Work closely with Electrical/ Instrumentation/ Inspection Engineer on Equipment inspection, calibration & testing requirements and ensure values are verified and witnessed by REE/Respective Engineers/OEM etc.
- Oversee field construction activity of contractor. Hands on support when required
- Support Pre-Startup Safety Review (PSSR) during plant start up and work closely with REE and respective Engineers to troubleshoot any plant start up issues
- Carry out post start-up activities like preparation of spares for handover, verification of final work packages and as-built documents
- Leads and execute construction activities achieve sustainable, top quartile (TQ) delivery in HSSE, quality, cost, and schedule
- Collaborate with others (including EPCs/EPCMs) for planning and scheduling
- Ensures all construction activities comply with regulatory and company HSSE standards and requirements

- Contribute to Project development and execution through active participation in required studies (E.g., Risk identification and Management, HAZOP, 3D design reviews, Constructability studies, contracting strategy workshops) and providing construction input early in the project phases
- Identifies and manages interfaces through regular engagement with stakeholders, including external entities. (E.g., Government regulatory agencies). Manage differing priorities from them to deliver the best possible outcomes for the site
- Jointly develop execution plans (including HSSE & quality) in partnership with internal stakeholders (E.g., Projects, Turnaround, Operations, Maintenance). Identifies and manages risk from simultaneous operations or activities. Proposes practical alternatives to stakeholders for consideration. Implements mitigation plansPerform the role of Authorized Engineer in Aster's permit to work system. (Training provided) Verifies scope, work method statement and risk assessment are adequate for the planned work
- Construction scope of mainly brownfield, revamp nature, frequently in Turnaround Events. Requires good understanding and appreciation of associated risks, constraints, and levers to drive and deliver the desired outcome
- Multiple stakeholders to engage and manage, especially in an existing manufacturing plant environment with SIMOPS considerations. (E.g., Live plant, Turnaround environments)
- Prioritize field execution sequence and resources when conflict arises. Manage available resources well, optimally and demonstrate a high level of resourcefulness. Evaluate work processes, anticipate potential problems, alter plans as needed to achieve effective implementation and drive results.
- Where required to complete the planned works, work extended hour, and weekend works (Including during Turnarounds or construction period)
- A committed team player able to work on own initiative with minimum supervision
- Carry out any other related duties as required, including temporary assignments in other sections within the department on site
You are what we are looking for if you:
- Have minimum Diploma/Degree in Engineering
- Have experience in oil and gas downstream, refinery, chemical, and/or petrochemical industry
- Have minimum 5 years of professional experience in onshore project construction (Erection of equipment) or maintenance of rotating equipment. RE equipment including but not limited to Pumps, compressors, mixers, fin fans. Hands on experience required
- Have lifting supervisor qualification and/or actual lifting experience preferably
