Job Description

Job Purpose

To support the safeguarding of the Society's financial assets and integrity through the execution of internal control checks, operational audits, and risk monitoring activities. The role supports compliance with Standard Operating Procedures (SOPs), assists in risk management processes, and provides timely reporting and follow-up on identified gaps, contributing to transparency, accountability, and sound governance across the Society.

Job Responsibilities

1. Internal Controls & Compliance

  • Review, develop, and enhance SOPs and internal processes to ensure efficiency, consistency, and effectiveness across all business units.
  • Serve as the Society's Compliance Officer, ensuring adherence to internal policies, regulatory requirements, and best practices.
  • Lead coordination with Internal Audit teams, assist in audit engagements, respond to audit queries, and drive timely resolution of audit findings and corrective actions.
  • Plan and conduct regular and ad-hoc operational audits to monitor compliance with approved SOPs, identify gaps, and recommend improvements.
  • Liaise across departments to embed compliance and control measures into day-to-day operations, fostering a culture of accountability and transparency.

2. Risk Management

  • Support the administration and monitoring of the Society's Risk Management Plan (RMP).
  • Coordinate departmental risk submissions, track follow-up actions, and maintain risk registers and documentation.
  • Monitor reported risks and escalate overdue actions or emerging concerns to the Reporting Officer.

3. Cash Management & Revenue Assurance

  • Perform cash counts, float verifications, and reconciliations at designated operational touchpoints (e.g. Thrift Shop, Day Activity Centres, Home+ Services).
  • Conduct checks on collections and reconciliations between service delivery records and actual receipts to identify discrepancies.
  • Audit petty cash records and verify over-the-counter or ad-hoc collections across facilities.
  • Carry out basic inventory and donation intake spot checks to detect potential cash or stock leakage.

4. Fund & Funding Management

  • Track fund utilisation and prepare regular utilisation reports for review by Management.
  • Assist in the submission of fund utilisation information in accordance with donor and audit requirements.
  • Support funding-related audits, including documentation and audit coordination.

5. Reporting & Continuous Improvement

  • Prepare clear and concise reports highlighting observations, discrepancies, and areas of non-compliance.
  • Support departments in implementing approved process improvements and control measures.
  • Maintain accurate records of reviews, findings, and follow-up actions.

6. Special Projects & Other Duties

  • Assist in special projects relating to systems, operations, or governance initiatives.
  • Provide support for Society-wide events when required.
  • Undertake any other duties as assigned by the Reporting Officer.

Job Specifications

1. Qualifications and Experience

  • Recognised university degree in Business, Risk Management, or Finance.
  • Certification in CRMA or PMI-RMP is highly preferred.
  • Must possess strong financial literacy and a background in finance operations however, professional accounting certification is not required.
  • Minimum 5 years of hands-on experience in Enterprise Risk Management, internal controls, or operational compliance.
  • Experience in the Social Service sector or grant-funded environments is an advantage.

2. Additional Skills and Knowledge

  • Deep understanding of internal control frameworks and experience executing operational audits.
  • Competent in performing cash reconciliations, inventory spot-checks, and tracking fund utilisation.
  • Ability to produce clear, data-driven reports that make risk concepts accessible to non-financial stakeholders.

3. Desired Behavior

  • A sharp eye for detail and the initiative to follow through on overdue actions.
  • Willingness to be on the ground at service touchpoints (e.g., Thrift Shops, Centres) to conduct physical verifications.
