Job Description

Compliance Manager - Payments / Digital Assets

Salary: S$8,500 - S$11,000 per month
Location: Singapore

About the Role

Our clients are licensed payment institutions, fintech companies, and digital asset platforms seeking experienced Compliance Managers to lead and strengthen their Financial Crime Compliance and AML/CFT frameworks.

This is a leadership role responsible for overseeing the end-to-end compliance programme, ensuring adherence to MAS regulations, managing regulatory engagements, and protecting the business against financial crime risks. The successful candidate will act as a key liaison with regulators, banking partners, auditors, and internal stakeholders while driving a robust culture of compliance across the organization.

Key Responsibilities

  • Lead and maintain the firm's Anti-Money Laundering (AML), Countering the Financing of Terrorism (CFT), and financial crime compliance programme.
  • Oversee transaction monitoring, sanctions screening, alert reviews, case investigations, and escalation processes.
  • Review and prepare Suspicious Transaction Reports (STRs) and regulatory filings where required.
  • Ensure compliance with applicable MAS regulations, notices, guidelines, and licensing requirements.
  • Support regulatory reporting obligations and ongoing compliance monitoring activities.
  • Act as the primary point of contact for MAS regulatory queries, inspections, thematic reviews, and supervisory engagements.
  • Maintain relationships with partner banks, payment partners, auditors, and external compliance stakeholders.
  • Conduct enterprise-wide compliance risk assessments and recommend appropriate controls.
  • Develop, review, and enhance compliance policies, procedures, and governance frameworks.
  • Lead compliance monitoring programmes, internal reviews, and remediation initiatives.
  • Support internal and external audits, regulatory inspections, and independent compliance assessments.
  • Manage, mentor, and develop compliance analysts and team members where applicable.
  • Deliver compliance training and provide regulatory guidance to business stakeholders.

Requirements

  • Bachelor's Degree in Law, Finance, Business, Accounting, Economics, or a related discipline.
  • 5-8 years of experience in AML, financial crime compliance, regulatory compliance, or risk management within payments, banking, fintech, or digital asset environments.
  • Proven experience owning and managing a compliance programme rather than solely supporting one.
  • Strong understanding of Singapore's regulatory environment and AML/CFT obligations.
  • Practical working knowledge of MAS Notice 626, MAS Notice 701, Payment Services Act requirements, and PSN02 Guidelines.
  • Experience managing transaction monitoring, investigations, sanctions screening, and suspicious transaction reporting.
  • Prior exposure to MAS inspections, audits, regulatory reviews, or supervisory engagements.
  • Strong stakeholder management skills with experience engaging regulators, banking partners, and senior management.
  • Excellent analytical, communication, and report-writing abilities.

Preferred Experience

  • Licensed Payment Institutions (MPI/SPI)
  • Digital Payment Token (DPT) Service Providers
  • Fintech Companies
  • Banking & Financial Institutions
  • Digital Asset Exchanges
  • Cross-Border Payments
  • Stored Value Facilities
  • E-Money and Payment Services

What Success Looks Like

You are able to independently oversee a regulated compliance programme, engage confidently with regulators and banking partners, identify emerging financial crime risks, and implement practical controls that support both business growth and regulatory expectations.

Benefits

  • Opportunity to work within regulated fintech, payments, and digital asset sectors.
  • High visibility with senior leadership and regulators.
  • Exposure to evolving regulatory frameworks and financial crime risk management.
  • Competitive salary and performance-based compensation.
  • Career progression into Senior Compliance Manager, Deputy MLRO, MLRO, or Head of Compliance positions.
