We are seeking a dedicated Compliance Manager based in Singapore to enhance our compliance framework, ensure adherence to Monetary Authority of Singapore (MAS) regulations, and safeguard our operations.

Role Summary:

The Singapore Compliance Manager is a critical role that encompasses both Compliance Officer and Money Laundering Reporting Officer (MLRO) responsibilities. This role requires a deep understanding of the regulatory landscape in Singapore, particularly in areas covering e-commerce, B2B payments, and capital markets. The ideal candidate will have experience with the Capital Markets Services (CMS) license framework, a proven track record in regulatory compliance, risk management, and the development and enforcement of compliance policies. This role will report to the APAC Regional Compliance Officer and act as the primary liaison with MAS, ensuring all operations align with both local and global regulatory standards.

Key Responsibilities:

Compliance Assurance & Regulatory Liaison:

  • Maintain an in-depth understanding of PingPong's business model, with particular emphasis on the Singapore regulatory framework, including the Payment Services Act (PSA) and Securities and Futures Act (SFA).
  • Serve as the primary point of contact with MAS, managing inquiries, regulatory submissions, inspections, and ensuring timely responses to regulatory developments.
  • Oversee compliance reviews across operational areas, ensuring adherence to MAS requirements and other applicable regulations.
  • Identify, assess, and mitigate compliance risks, proactively engaging with internal teams to implement corrective actions.

Policy and Procedure Management:

  • Develop, review, and update comprehensive compliance policies and procedures in line with evolving MAS regulations and global best practices.
  • Ensure policies and procedures are effectively communicated and consistently applied across the organization.
  • Lead periodic internal audits and compliance assessments to ensure continuous alignment with regulatory standards.

Licensing & Reporting:

  • Manage obligations under the MPI and CMS licenses, ensuring compliance with all license conditions.
  • Oversee the preparation and timely submission of regulatory reports to MAS.

Compliance Monitoring and Advisory:

  • Develop and maintain compliance monitoring programs, conducting regular assessments across business functions.
  • Provide compliance advisory support to internal stakeholders, especially for new products or business initiatives under PSA or CMS licensing scopes.

Training & Awareness:

  • Design and deliver compliance training programs, with a focus on AML/CFT, MAS regulatory requirements, and capital markets compliance.
  • Foster a strong compliance culture across the organization.

Collaboration:

  • Work closely with business, product, technology, and legal teams to integrate compliance requirements into operational processes.
  • Coordinate with external partners, including legal counsel and consultants, to stay updated on regulatory changes.

Key Qualifications:

Education:

  • Bachelor's degree in Law, Business, Finance, or related fields.
  • Professional certifications in compliance or risk management (e.g., CAMS, ICA, CFA) are highly preferred.

Experience:

  • Minimum 8+ years of hands-on experience in regulatory compliance or as a Compliance Officer in financial services, payments, or capital markets.
  • Experience with CMS license requirements and MAS regulatory frameworks, including the PSA and SFA.
  • Proven track record in developing and managing AML/KYC programs, compliance frameworks, and regulatory reporting.

Skills:

  • In-depth knowledge of MAS compliance requirements for e-commerce, B2B payments, and capital markets.
  • Strong analytical, organizational, and problem-solving abilities.
  • Excellent communication skills in English, with the ability to articulate complex regulatory matters to diverse stakeholders.
  • Proficiency in compliance monitoring tools and data analytics.
