Jacobs is seeking a Commissioning Manager for the Owner's project execution team. The Commissioning Manager is responsible for overseeing the planning, coordination, and execution of all commissioning activities for the Combined Cycle Power Plant by the EPC Contractor (CCPP) to ensure safe, timely, and successful start-up and performance testing in compliance with contractual, regulatory, and safety requirements.
Expected duration is 12 months.
Jacobs has a lead role in the development of several further CCGT and other power plants in the region. Subject to timing, the commissioning manager may perform a similar role on this project after the completion of this assignment.
Key Responsibilities
. Commissioning Strategy & Planning: Develop and implement the overall commissioning plan, schedule, and procedures for the CCPP. Coordinate with the EPC Contractor and the Owner's engineering, construction, and operations teams to ensure readiness for commissioning.
. Team Leadership: Lead and manage the Owner's commissioning team, including discipline engineers and technicians. Assign responsibilities and monitor progress against commissioning milestones.
. System Commissioning: Oversee commissioning of major systems: gas turbine, steam turbine, HRSG, electrical systems, control systems, and balance of plant (BOP). Ensure proper flushing, cleaning, and pre-start checks per OEM and project specifications.
. Safety & Compliance: Enforce strict adherence to safety standards and environmental regulations during commissioning. Ensure compliance with local codes, international standards, and contractual obligations.
. Performance Testing: Plan and execute performance tests, reliability runs, and guarantee tests. Validate plant performance against design criteria and contractual guarantees.
. Documentation & Handover: Maintain accurate commissioning records, punch lists, and test reports. Prepare final commissioning dossier and facilitate smooth handover to operations.
Qualifications & Experience
. Bachelor's degree in mechanical, electrical, or Power Engineering.
. Minimum 15 years of experience in power plant commissioning, with at least 5 years in a leadership role on CCPP projects.
. Experience with H and J Class machines will be added advantage.
. Commissioning experience in Singapore will be an added advantage.
. Strong knowledge of gas turbines, steam turbines, HRSG, and plant control systems.
. Familiarity with international standards (ASME, IEC, NFPA) , OEM procedures and prudent utility practices.
. Excellent leadership, communication, and problem-solving skills.
