Chief Technology Officer (CTO)

Job Description uSMART Securities (Singapore) Pte Ltd is seeking a Chief Technology Officer (CTO) to lead the company's technology strategy, system development, and operational management for its securities brokerage and financial services operations. The CTO will oversee the design, implementation, and operation of core trading, clearing, and settlement systems, with a focus on U.S. securities markets and American clearing systems. This senior leadership role requires specialised expertise and experience not commonly available in the local workforce.
Key Responsibilities . Lead the design, development, and operation of core brokerage systems, including: o Order Management Systems (OMS) o Market data systems o Risk management systems o Clearing and settlement systems
. Oversee systems supporting U.S. securities markets, including equities and options, and direct familiarity with American clearing and post-trade workflows. . Ensure system reliability, scalability, and security for licensed brokerage operations. . Manage and coordinate cross-border technology teams to support regional and international business operations. . Establish and maintain standard operating procedures (SOPs) for system deployment, monitoring, incident management, and business continuity. . Work closely with business, operations, and compliance teams to ensure systems meet regulatory and operational requirements. . Support integration with institutional clients, clearing firms, and external service providers as needed. . Drive continuous improvement of internal systems through in-house development and optimization.
Job Requirements . Bachelor's degree or higher in Computer Science, Software Engineering, or a related discipline . Minimum 10 years of relevant working experience in financial technology, securities brokerage, or capital markets systems
. Demonstrated experience and working knowledge of: o U.S. securities markets o American clearing systems (trade lifecycle, clearing, settlement, reconciliation)
. Proven capability in designing and managing large-scale, high-availability trading and post-trade systems . Experience leading senior technical teams and managing complex technology projects . Strong analytical, problem-solving, and leadership skills
