Company Overview

Our client is Singapore's established provider of Quality, Environment, Health & Safety (QEHS) training and certification services, delivering training, auditing, e-learning, and consulting solutions to clients across 20+ countries.

Job Summary

The Chief Operating Officer will lead Singapore operations, driving course development for high-value and advanced certification programs while managing compliance, partnerships, and operational excellence across multiple training verticals.

Responsibilities

  • Lead operational management across multiple departments and training verticals to ensure seamless delivery and business growth
  • Develop and launch new high-value courses and advanced certification programs that meet market and regulatory demands
  • Manage partnerships with SkillsFuture Singapore, regulatory bodies, and industry partners to maintain program relevance and compliance
  • Oversee Workforce Skills Qualification (WSQ) and SkillsFuture programs to ensure full compliance with SSG requirements
  • Recruit, develop, and manage trainers at scale across diverse disciplines to maintain training quality and capacity
  • Maintain and expand accreditations with MOM, WSH Council, and other regulatory bodies to uphold industry standards
  • Ensure compliance with SSG audits and implement quality assurance measures across all training delivery
  • Drive business development initiatives, client acquisition, and key account management to increase revenue and market presence
  • Lead, develop, and retain the management team and workforce to foster a high-performance culture
  • Implement operational excellence strategies to continuously improve efficiency, quality standards, and regulatory compliance

Required competencies and certifications

  • Bachelor's degree in Engineering or a relevant field from a reputable university
  • Minimum 8-10 years in a Director, COO, or equivalent C-suite role with a Safety & Health background
  • Proven expertise in course development for premium Workplace Safety & Health programs
  • In-depth knowledge of Safety Qualification frameworks and experience with SSG-funded Safety & Health programs
  • Experience managing trainer recruitment and development at scale across multiple subject areas
  • Proven track record in managing accreditation and regulatory compliance with SSG, MOM, and related bodies
  • Experience in private sector training operations aligned with the above requirements

Preferred competencies and qualifications

  • Proven success in launching high-value and advanced certification programs
  • Experience in business development and client relationship management within training services
