Job Description
Key Responsibilities
1. Licensing & Regulatory Engagement
- Lead and manage the application process for a payment services license (SPI/MPI) with the Monetary Authority of Singapore
- Prepare and submit all required documentation, including business plans, compliance frameworks, and risk assessments
- Act as the primary liaison with regulators, responding to queries and managing follow-ups
- Ensure full compliance with the Payment Services Act and related MAS guidelines
2. Bank Liaison & Account Management
- Serve as the primary compliance contact for banks and financial institutions
- Coordinate onboarding and ongoing due diligence for corporate and safeguarding accounts
- Ensure alignment between bank requirements and regulatory obligations (e.g., AML/CFT, safeguarding of customer funds)
- Respond to bank queries on suspicious or unusual transactions and risk management procedures
- Maintain strong professional relationships with banking partners to facilitate smooth operations
3. AML/CFT Compliance & MLRO Function
- Develop, implement, and maintain AML/CFT policies and procedures in line with regulatory expectations and Financial Action Task Force standards
- Oversee KYC, CDD/EDD processes, and transaction monitoring systems
- Act as the designated MLRO, including filing Suspicious Transaction Reports (STRs)
- Conduct enterprise-wide risk assessments and periodic reviews
Requirement
Education & Experience
- Bachelor's degree or above in Law, Finance, Business, or related disciplines
- Minimum 5-10 years of experience in compliance, preferably in payments, fintech, or financial services
- Proven experience in applying for or managing payment services licenses in Singapore
