About the role
This is a Founder-Operator, Infrastructure-Grade CEO appointment for a growth-stage climate infrastructure platform transitioning from pilot-stage validation through Series B and into capital-intensive commercial deployment.
The mandate requires a leader with demonstrable real-world infrastructure build experience - including capital stack formation, sovereign engagement, and direct oversight of engineering-led asset execution.
Based in Singapore, the CEO will personally originate and structure institutional capital, engage sovereign and strategic stakeholders, and drive disciplined, on-the-ground infrastructure deployment across multiple jurisdictions. This role carries direct accountability from capital formation through project commissioning and replication.
This is NOT a corporate oversight portfolio / strategy-only CEO position. The successful candidate must combine institutional capital credibility with hands-on build scale infrastructure execution experience. They must be able to engage confidently with sovereign wealth funds, DFIs and ministers while also working directly alongside EPC contractors, utilities, feedstock suppliers and regulatory authorities to ensure capital-intensive projects remain on schedule, on budget and technically sound.
The CEO will lead end-to-end platform scaling - from demonstration assets to multi-site infrastructure replication - structuring project-level capital, sequencing deployment risk, and building a revenue-generating, cash-positive infrastructure platform over a multi-year horizon.
MUST-HAVE REQUIREMENTS
- Bachelor's or Master's degree in engineering, Economics, Public Administration, Public Policy, or a related discipline is strongly preferred.
- Minimum 15 years of senior leadership experience, with a proven track record leading and delivering large, complex, capital-intensive infrastructure projects (typically USD 10100M+), including multi-country deployment.
- Demonstrated experience leading organisational build-out in founder-led or growth-stage, engineering-heavy environments, successfully transitioning platforms from pilot or demonstration phase into structured, multi-market, capital-intensive infrastructure deployment. This includes establishing project-level capital structures, governance frameworks, operating systems, and risk management controls concurrently with construction-phase execution and commissioning accountability.
- Demonstrated ability to personally originate, structure, and close institutional or strategic capital (equity and/or project-level), with credibility among sovereign funds, infrastructure investors, development finance institutions, and industrial partners. This role requires capital formation leadership -not passive participation.
- Evidence of direct, personal accountability in delivering infrastructure projects end-to-end, including exposure to construction-phase execution and commissioning risk. This includes personally negotiating and closing critical agreements (e.g., EPC, feedstock or gas supply, offtake, regulatory approvals) and directly resolving material execution risks.
- Proven experience originating and securing large-scale projects or partnerships with governments, government-linked organisations, sovereign entities, or multinational corporations, including navigating complex regulatory and public-sector approval environments.
- Strong understanding of energy geopolitics, industrial policy, and regulatory environments across Asia-Pacific, with the ability to identify, engage, and align appropriate ministerial, regulatory, or sovereign counterparties to national decarbonisation, energy security, and economic development agendas.
- Exceptional ability to articulate long-term decarbonisation and infrastructure strategy across diverse stakeholders, while maintaining rigorous command of financial modelling, project economics, capital structuring assumptions, and risk allocation frameworks.
- Singapore-based, with flexibility to travel up to 50% across APAC and other relevant regions.
NICE-TO-HAVE REQUIREMENTS:
- Prior experience as C-suite Officer, Managing Director, Regional Head, or Country Head, or equivalent senior executive roles within complex, capital-intensive, multi-stakeholder environments.
- Background in one or more of the following sectors: Energy, Utilities, Water, Infrastructure, Climate or sustainability-related industries
- Exposure to carbon markets or MRV frameworks, hydrogen or broader energy transition initiatives, environmental permitting, or public-sector procurement processes.
- Prior exposure to institutional capital environments - including sovereign wealth funds, development banks, export credit agencies, or cross-border infrastructure investment platforms - and/or background in investment, M&A, corporate strategy, enterprise risk management, or management consulting roles (before or alongside executive leadership), particularly where such experience strengthened capital structuring, fundraising strategy, risk framing, and the ability to operate credibly across both capital markets and physical asset environments.
