Role Overview
The Centre Manager leads the operations and programme delivery of THK bloom ESLP @ Eunos Crescent, overseeing a multidisciplinary team to deliver a person-centred, training-focused programme for adults with disabilities.
Besides centre operations, the Centre Manager is also responsible for:
- Supporting the implementation of the NOURISH (functional) and FLOURISH (vocational) curriculum,
- Overseeing the Individualised Development Plan (IDP) process,
- Driving programme outcomes and trainee progression, and
- Maintaining strong alignment with MSF, SgEnable, and THKMC standards.
The Centre Manager plays a critical role in translating ESLP's programme philosophy into day-to-day practice, while ensuring operational stability and staff capability.
Roles & Responsibilities
1. Programme Support & Delivery
- Supporting the Programme Lead in the implementation of NOURISH (functional) and FLOURISH (vocational) training programmes within the Campus.
- Work with Programme Leads, Programme Executives, and AHPs to ensure alignment between:
- Functional training
- Vocational pathways
- Employment readiness
2. IDP Oversight & Outcome Accountability
- Ensure the timely and accurate execution of the IDP process within the centre, including:
- Assessments (CAF-R, ILAS, etc.)
- MDT goal setting
- Progress monitoring
- 6-month and 12-month reviews
- Monitor staff compliance with IDP timelines and quality standards.
3. Multidisciplinary Team (MDT) Coordination
- Facilitate strong collaboration across:
- Programme staff
- Allied Health Professionals (Psych, OT, SW, Job Coach)
- Ensure MDT discussions are conducted effectively and contribute to holistic care planning.
4. Staff Management & Capability Building
- Lead, supervise, and develop a team of Programme staff and support staff.
- Support staff performance management, coaching, and professional development.
5. Operations & Centre Management
- Oversee day-to-day centre operations, ensuring:
- Smooth programme execution
- Adequate staffing and deployment
- Safe and conducive learning environment
- Manage incidents, risks, and compliance with organisational policies.
- Ensure accurate documentation and record-keeping of trainee data.
6. Caregiver & Stakeholder Engagement
- Support the Social Work Team in engaging of caregivers in areas related to:
- Programme direction
- Fees
- Trainee progress
- Liaise with external stakeholders including MSF, SgEnable, and community partners.
7. Programme Monitoring & Continuous Improvement
- Track programme effectiveness and identify areas for improvement.
- Work with Head of Community Services to refine:
- Curriculum delivery
- Processes
- Operational workflows
- Contribute to data reporting and evaluation efforts for ESLP.
8. Resource & Budget Management
- Manage centre budget and resources responsibly.
- Oversee procurement of equipment and materials required for programme delivery.
9. Reporting & Compliance
- Prepare and submit reports required for internal management and external stakeholders.
- Ensure compliance with MSF / SgEnable guidelines and audit requirements.
Qualifications
- Diploma/Degree in relevant discipline
- At least 3 years of relevant work experience in a position of leadership and operational management
- Experience in a social service setting preferred
- Passionate and willing to work with persons with disabilities
- Strong leadership and team management skills
- Ability to operate in a complex, evolving programme environment
- Good understanding of person-centred planning and multidisciplinary work
- Strong organisational and problem-solving skills
- Proficient in MS Office and related computer skills
- Effective communication with both staff and caregivers
