Job Description

TheChange Catalyst will drive organisational transformation across the Ministry ofEducation by embedding change management capabilities through digitalinnovation approaches. This role supports the Ministry's digital transformationby enabling divisions to transition from traditional project-based to agile,outcome-driven operating models through experiential learning and capabilitybuilding.

KeyResponsibilities

1. Designand Develop Change Management Programme

. Conduct comprehensive change readinessassessments and develop tailored transformation roadmaps for assigned divisions.

. Design change interventions and experientiallearning approaches that embed new ways of working.

. Create cultural transformation programmes andmindset development interventions that build adaptive capacity.

. Develop bootcamps, development programmes, andpeer learning frameworks for network building.

. Design structured networking and mentorshipprogrammes to enable cross-divisional collaboration.

. Contribute change management expertise tostrategy development and programme design.

2. Deliverand Implement Change in Organisation

. Facilitateleadership engagement sessions to secure commitment and alignment acrossdivisions.

. Implementchange interventions using hands-on experimentation and structured changeprocesses.

. Delivercultural transformation programmes through hackathons, prototyping sessions,and innovation activities.

. Executebootcamps and development programmes to support network growth and capabilitybuilding.

. Coordinatecross-divisional networking events and mentorship programmes.

. Providechange management consultation and guidance to digital innovation initiativesand platform transitions.

3. Monitorand Iterate

. Establishand maintain divisional change networks and communities of practice.

. Provideongoing mentorship and coaching to divisional champions and change advocates.

. Collaboratewith corporate functions to identify transformation enablers and addresssystemic barriers.

. Monitortransformation progress and assess intervention effectiveness across assigneddivisions.

. Reporton change management outcomes and provide strategic recommendations forprogramme refinement.

. Supportgovernance model transitions through continuous change management oversight.

RequiredQualifications & Experience

Essential:

  • Bachelor's degree in Business, Psychology, Organisational Development, or related field
  • 5-8 years experience in change management, organisational development, or transformation roles
  • Demonstrated experience in designing and delivering capability building programmes
  • Strong facilitation and stakeholder engagement skills across diverse organisational contexts
  • Experience working in complex, multi-stakeholder environments (government/public sector preferred)
  • Understanding of digital transformation challenges and agile operating models

Desirable:

  • Change management certification (e.g., Prosci, ADKAR, Kotter)
  • Experience with agile methodologies and product management approaches
  • Background in education sector or understanding of public sector operating environments
  • Experience with experiential learning design and adult learning principles
  • Track record of successful large-scale organisational transformation initiatives
