As a Digital Business Analyst, you will work in a Government Agency as a key member of the GovTech project team, playing a role in maintaining critical business-as-usual operations whilst driving digital transformation initiatives. You will support the Chief Information Officer at the Agency and collaborate with fellow project managers, solution architects and technical services consultants to deliver leading-edge digital solutions. You are a pro-active, self-motivated and resourceful team member with good tech/digital knowledge and possess strong influencing and people handling skills. You are also adept at balancing multiple projects concurrently while constantly looking for new ways to apply digital technologies to meet identified Agency and citizen/business needs.

Key Responsibilities

Business-as-Usual Operations Support:

  • Monitor and maintain existing digital systems and processes to ensure smooth daily operations and minimal service disruption
  • Analyse operational performance metrics and KPIs, identifying bottlenecks and implementing process improvements
  • Coordinate with technical support teams to resolve operational issues and conduct regular system health assessments
  • Manage day-to-day stakeholder queries and provide operational support to business users
  • Ensure compliance with operational procedures and service level agreements

Product Development and Transformation:

  • Partner with the Agency's business teams to elicit citizen/business and Agency's needs through human-centric and visual methods
  • Apply Design Thinking / Service Design methodology and tools to identify current state gaps and challenges, and develop future state design and solutions
  • Evaluate and recommend suitable technology whilst aligning with GovTech's technology directions (such as cloud-based, enterprise architecture and modernisation of legacy systems, adoption of SG Tech Stack)
  • Work with fellow Govtechies and Agency's teams to develop user stories, functional/technical specifications and acceptance criteria

Transition Management:

  • Ensure product readiness for smooth deployment, adoption and operations, managing the transition from legacy systems to new digital products
  • Develop comprehensive transition plans including timelines, resource requirements, and risk mitigation strategies
  • Coordinate user acceptance testing and training programmes to ensure successful product adoption

Business Analysis and Continuous Improvement:

  • Analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (Operations Management)
  • Build deep knowledge of Agency's business and operations and identify opportunities to support the transformation of Agency's business / operation
  • Analyse the agencies needs, scope the problem and develop business case to address the problem
  • Document requirements, source and evaluate alternatives, and recommend solution that best fits the Agency's needs
  • Work with PSD and vendor team on the solutions and design to seek clarification and acceptance

Detailed Business Analysis Activities:

  • Identify stakeholders, techniques and processes to manage, track and trace requirements
  • Refine and clarify business need, define solution scope and develop business case
  • Explore, identify and document business needs
  • Assess current state, analyse stated requirements of stakeholders and elaborate to sufficient detail that accurately defines business need within specified scope
  • Source and evaluate alternatives to identify solution that best fits business need, identify gaps, and determine workarounds/changes to the solution
  • Assess deployed solutions to see how well they met the original need
  • Manage conflicts, issues and changes to ensure stakeholders and product team remain in agreement on solution scope, communicate and manage expectations of stakeholders

What we are looking for

  • Diploma/Degree in Computer Science, Infocomm Technology, Computer or Electronics Engineering or related disciplines
  • At least 3 years experience in a similar capacity (advantageous to have had some Consulting, Software Development and Design experience)
  • Strong portfolio that demonstrates proven, hands-on experience working in Agile approach on Product-centric teams
  • Experience in operational support and BAU management, with understanding of service level management
  • Working knowledge of AI tools and concepts
  • Strong analytical, conceptualisation, facilitation and problem-solving skills, in particular with application in Discovery sessions and prototyping
  • Experience with system transitions and change management processes
  • Excellent stakeholder management skills with ability to balance operational demands with transformation initiatives
