We are seeking aTechnical Project Management Leadto head the TPM function withinIS -DBE. This role will define and uphold the delivery standards, metrics, and practices that underpin StarHubs digital engineering model.
As TPM Lead, you will:
Manage a team ofTechnical Project Managersdistributed across DXP domains.
Partner closely withIS Seniorleadership, Domain& SystemOwners (DOs& SOs), Journey Solution Designers (SDs), Release Program Managers (RPMs), and Solution Architects (SAs).
Drivepredictable delivery, visibility, and qualityacrossteamsaligned to StarHubs consumer, enterprise, and operational journeys.
Key Responsibilities
DeliveryLeadership
Lead and mentor a team of TPMs across multiple domains to driveeither (a)agile, DevOps-basedor (b) waterfall-baseddelivery excellence
Define andmaintaina standardized delivery governance framework covering sprint cadence, backlog hygiene, dependency tracking, and reporting.
Oversee delivery execution across DXP domains, ensuring commitments are met with predictable outcomes.
Leadmonthlydeliveryhealth reviews, highlighting key risks, capacity challenges, and improvement opportunities.
Partner with Domain Owners (DXP) and Journey SDs (DBE) to balance Product, Tech Debt, and Technical Campaign backlogs across teams.
Cross-Domain Coordination & Governance
Act as thecentral delivery integratoracross DBE, ensuring synchronization between journeys, domains, and releases.
Collaborate withRelease Program Managers (RPMs)to ensure alignment of delivery and release plans.
Establish andmaintainacross-domain dependency management frameworkwith clear escalation paths.
Monitor delivery performance metrics (velocity, predictability, throughput) and drive corrective actions where needed.
Drive adoption of continuous improvement practices across all DXP squads.
People Management & Capability Development
Coach and mentor TPMs, supporting their career development, skills growth, and performance reviews.
Foster a culture of proactive communication, accountability, and continuous learning across the TPM community.
Lead training sessions or playbook initiatives to strengthen agiledeliverymaturity, toolingproficiency, and reporting discipline.
Identifyand recruit high-performing TPM talent aligned to StarHubs transformation roadmap.
Stakeholder Engagement & Communication
Serve as a trusted partner to senior engineering, business, and architecture leaders ensuring transparency ondeliveryhealth and execution status.
Communicate program-level risks, trade-offs, and deliverydecisions clearlyto executive stakeholders.
Represent the TPM function in enterprise forums, transformation reviews, and cross-functional working groups.
Requirements & Qualifications
Education & Certifications
Bachelors degree in computer science,Engineering, orInformation Systems.
Advanced certifications in Agile, DevOps, or Program Management (e.g.,SAFeSPC, PMI-ACP,PgMP, CSM) preferred
Experience
12+ years of total experience in technology delivery, with at least 5 years inmanaging project/program teams or TPM functions.
Proventrack recordin delivering large-scale, cross-functional software or platform programs using agile and DevOps practices.
Experience in telecommunications, cloud platforms, or enterprise-scale digital transformation preferred.
Strong background in stakeholder management, dependency resolution, and performance reporting.
