Role Overview
The AVP, Learning and Development will lead the design, delivery, and continuous improvement of talent development programs across the Bank. This role drives a high-performance learning culture, ensuring employees have the skills, competencies, and leadership capabilities to support both individual growth and organisational objectives.
Key Responsibilities
Learning Strategy & Programme Design
- Lead training needs assessments to identify skill gaps and development priorities across all career streams.
- Design and implement learning programs covering onboarding, leadership development, talent acceleration, and competency bridging.
- Develop and implement DEI (Diversity, Equity & Inclusion) initiatives to foster inclusivity at all levels.
- Integrate innovative learning methodologies, including e-learning, in-person, and blended learning solutions, to enhance learner engagement.
Programme Delivery & Evaluation
- Deliver and facilitate high-impact learning sessions for employees at all levels.
- Evaluate external training providers and courses to ensure alignment with organisational objectives.
- Conduct post-training assessments to measure effectiveness, track ROI, and provide management updates on training investments.
- Ensure compliance with regulatory and professional competency requirements.
Technology & Process Management
- Oversee learning platforms and processes to track continuing professional development and ensure data protection compliance.
- Recommend and implement process improvements, including automation, to enhance HR and learning operations.
Stakeholder Management & Communication
- Maintain internal communication channels to share training resources and updates.
- Collaborate closely with HR, business leaders, and external partners to ensure alignment of learning initiatives with organisational goals.
Legal & Regulatory Compliance
- Adhere to all legal, regulatory, and internal compliance requirements, including the Singapore Compliance Manual and financial security obligations.
- Maintain up-to-date knowledge to ensure full role qualification and completion of mandatory training.
Requirements
- Bachelor's degree in Human Resources or related discipline.
- Minimum 5 years experience leading Learning & Development functions, preferably in a banking environment.
- Demonstrated success in designing, implementing, and evaluating effective learning programs.
- Proficient with e-learning platforms and modern learning technologies.
- Exceptional presentation, facilitation, and communication skills.
