Job Description

Role Overview
The AVP, Learning and Development will lead the design, delivery, and continuous improvement of talent development programs across the Bank. This role drives a high-performance learning culture, ensuring employees have the skills, competencies, and leadership capabilities to support both individual growth and organisational objectives.

Key Responsibilities

Learning Strategy & Programme Design

  • Lead training needs assessments to identify skill gaps and development priorities across all career streams.
  • Design and implement learning programs covering onboarding, leadership development, talent acceleration, and competency bridging.
  • Develop and implement DEI (Diversity, Equity & Inclusion) initiatives to foster inclusivity at all levels.
  • Integrate innovative learning methodologies, including e-learning, in-person, and blended learning solutions, to enhance learner engagement.

Programme Delivery & Evaluation

  • Deliver and facilitate high-impact learning sessions for employees at all levels.
  • Evaluate external training providers and courses to ensure alignment with organisational objectives.
  • Conduct post-training assessments to measure effectiveness, track ROI, and provide management updates on training investments.
  • Ensure compliance with regulatory and professional competency requirements.

Technology & Process Management

  • Oversee learning platforms and processes to track continuing professional development and ensure data protection compliance.
  • Recommend and implement process improvements, including automation, to enhance HR and learning operations.

Stakeholder Management & Communication

  • Maintain internal communication channels to share training resources and updates.
  • Collaborate closely with HR, business leaders, and external partners to ensure alignment of learning initiatives with organisational goals.

Legal & Regulatory Compliance

  • Adhere to all legal, regulatory, and internal compliance requirements, including the Singapore Compliance Manual and financial security obligations.
  • Maintain up-to-date knowledge to ensure full role qualification and completion of mandatory training.

Requirements

  • Bachelor's degree in Human Resources or related discipline.
  • Minimum 5 years experience leading Learning & Development functions, preferably in a banking environment.
  • Demonstrated success in designing, implementing, and evaluating effective learning programs.
  • Proficient with e-learning platforms and modern learning technologies.
  • Exceptional presentation, facilitation, and communication skills.
