What The Role Is

The Accountant-General's Department (AGD) plays an important role in making Singapore a better place through Finance. At AGD, we aim to be a future-ready leader in transforming Public Sector finance by putting finance at the heart of our decision-making. We do this through building a strong foundation in providing robust financial systems and processes that serve key stakeholders including our pensioners, vendors and the public sector. Our team of accounting professionals work at AGD and are deployed to the public agencies to deliver a wide range of financial and accounting-related services to the Public Service. Together we play a critical role in helping the Government achieve its fiscal and economic objectives through sound stewardship and governance.

You will be part of the Finance and Corporate Development Directorate under the People & Organisation Group which oversees the corporate requirements of AGD in the areas of finance, procurement and corporate services.

Your Responsibilities Include

What you will be working on

  • Budgeting
  • Maintain budget utilisation dashboards to ensure financial information is accurately reported
  • Perform periodic reporting of budget utilisation by Directorates and at overall AGD level
  • Track funds availability in NFS@Gov and perform virements
  • Evaluate Directorates budget proposals
  • Partnership on the data projects e.g. exploring use of AI in Budget Collation and Forecasting
  • Finance Operations
  • Perform processing of e-invoices on NFS@Gov, which includes seeking confirmation from respective Directorates, raising Goods Receipt and routing to relevant Certifying/Approving officers
  • Monitor and record receipts received in the bank account
  • Track AGD's key expenditures using sub-accounts to enable detailed analysis in Fi@Gov dashboard
  • Raise invoices to bill SBs for use of central systems / services rendered, etc; record reimbursement of IDC charges and recovery of expenditures from/payments to other Ministries
  • Raise journals for reclassification and reimbursements to other agencies
  • Perform monthly reconciliation for payments and receipts
  • Perform system testing for Central Ops e.g. NFS, Vendors@Gov
  • Lead and perform annual fixed assets stock take
  • Assist with data extraction for audit queries and preparation of returns for submission
  • Finance Analysis
  • Implement robust finance processes to ensure that AGD Finance achieves the set targets for the KPIs
  • Make use of technology/tools such as Fi@Gov, Python, RPA etc. to perform post payment analytics, and investigate any exceptions
  • Support the review of AGD Fees & Charges
  • Support the review of AGD's Block Budget with MOF

Requirements


What we are looking for

  • Functional/Technical Competencies:
  • Tertiary qualifications in Accounting, Business, Finance, or related fields
  • Knowledge in business, finance and government procurement
  • Knowledge of automation skillsets like VBA, Python or other business programming languages is a plus
  • Excellent numeracy and writing skills with high proficiency in using Microsoft Excel
  • At least 2 years of relevant working experience in Finance or a similar role
  • Open for fresh graduates to apply
