We are seeking an experienced and dynamic HR Professional to lead and manage the full spectrum of Human Resources functions at Hwa Chong Institution.
The Assistant HR Director / Senior HR Manager will be responsible for overseeing both day-to-day HR operations and the development and execution of strategic HR initiatives that support the school's mission and long-term objectives. The role will work closely with senior leadership to drive effective people management practices and foster a positive and high-performing workplace culture.
Key Responsibilities
- HR Strategy & Leadership
- Develop and implement HR strategies aligned with the school's strategic objectives and growth plans.
- Partner with senior leadership to support organizational development, workforce planning, and succession planning.
- Provide strategic HR advisory to school leaders and department heads on people-related matters.
- Ensure HR policies and practices comply with local employment law and regulations.
- Talent Acquisition & Workforce Development
- Lead recruitment strategies to attract and retain high-quality talents across both academic and non-academic functions.
- Oversee end-to-end recruitment processes, including workforce planning and talent pipelining.
- Design and implement career development frameworks, competency models, and training initiatives.
- Oversee onboarding programmes to ensure positive employee integration and experience.
- Develop and manage compensation structures, salary benchmarking, and benefits programmes to ensure competitiveness and internal equity.
- Review and recommend enhancements to employee benefits to support employee wellbeing and retention.
- Oversee payroll administration and ensure accurate and timely salary processing.
- Monitor compensation trends and provide data-driven recommendations to management.
- Develop and manage performance management frameworks aligned with organisational goals.
- Guide managers and employees on performance review processes, goal setting, and career progression.
- Support performance improvement initiatives and leadership development programmes.
- HR Operations & Systems
- Oversee HR policies, procedures, and compliance frameworks.
- Manage HR systems and digital platforms to streamline HR operations and enhance efficiency.
- Ensure proper documentation, employee record management, and HR reporting.
- Drive continuous improvement of HR processes and internal controls.
- Employee Engagement & Culture
- Develop and implement initiatives to strengthen employee engagement, wellbeing, and workplace culture.
- Organise staff engagement activities, training programmes, and team-building initiatives.
- Promote the school's core values and cultivate a collaborative and inclusive work environment.
Requirements
- Bachelor's degree in human resource management, Business Administration, or a related field.
- At least 8-10 years of HR experience, with 3-5 years in a leadership or managerial role.
- Strong knowledge of Singapore employment laws and HR best practices.
- Experience managing the full spectrum of HR functions.
- Excellent interpersonal, communication, and stakeholder management skills.
- Experience in the education sector or public institutions would be an advantage.
- Experience managing a team responsible for the full spectrum of HR functions.
