Job Description

The successful candidate will manage and deliver housing asset and development projects - from planning and design through procurement, construction, and handover - ensuring safe, on-time, on-budget delivery that meets required quality and operational standards.

Key Responsibilities

  • Project Delivery Manage assigned projects through the full lifecycle - planning, design, procurement, construction, testing and commissioning, handover, and close-out.
  • Project Monitoring & Risk Management Track project progress, costs, risks, and key deliverables against plan; identify issues early and drive timely mitigation and recovery actions.
  • Stakeholder Coordination Coordinate consultants, contractors, end users, and internal stakeholders to ensure project requirements, programme, budget, and quality objectives are met.
  • Procurement & Contract Administration Administer procurement and contract matters - tender documentation, evaluations, variations, claims, and payment recommendations - in accordance with University policies and procedures.
  • Technical Review Review design proposals, technical submissions, and method statements for compliance with project requirements, statutory regulations, and industry best practice.
  • Site Management Oversee site coordination, inspections, testing, and defect rectification, maintaining proper documentation and records throughout.
  • Reporting Prepare project reports, presentations, and approval papers to support management decision-making.
  • Additional Support Contribute to other housing asset improvement, upgrading, and development initiatives as assigned.

Qualifications

  • Degree in Architecture, Engineering, Building, Project Management, Quantity Surveying, or a related built environment discipline.
  • At least 5 years of relevant project management experience in building development, upgrading, addition & alteration (A&A), or asset enhancement projects; experience in institutional, residential, or campus environments is advantageous.
  • Sound knowledge of project planning, procurement, construction administration, and contract management, including cost, schedule, quality, and risk control.
  • Able to manage multiple stakeholders, consultants, and contractors independently, and to handle concurrent projects effectively.
  • Strong communication, coordination, problem-solving, and report-writing skills.
  • Working knowledge of Singapore building regulations, statutory requirements, and workplace safety guidelines.
  • Proficient in common office and project management software applications.
