Job Description

The AVP, Critical Facilities Supervisor is responsible for ensuring the operational integrity, maintenance, and compliance of critical infrastructure at United Overseas Bank Ltd. This role oversees all building systems in critical facilities, such as data centers, to guarantee uninterrupted business operations while adhering to industry standards and internal policies.

Key Responsibilities:

Team Leadership & Operations

  • Lead and manage a team of facilities technicians in day-to-day operations and maintenance of critical building systems, including HVAC, electrical (UPS, generators, switchgear), fire suppression, and BMS.
  • Train, mentor, and promote a culture of safety, technical excellence, and continuous improvement.

Preventive Maintenance & Incident Management

  • Develop, implement, and oversee preventive maintenance programs to maximize uptime and minimize failures.
  • Respond to and troubleshoot critical incidents, alarms, and outages, coordinating with internal teams and external vendors to restore services efficiently.

Compliance & Standards

  • Ensure operations comply with industry best practices, regulatory requirements, and UOB policies.
  • Conduct inspections and audits to identify risks and recommend improvements.

Vendor & Budget Management

  • Manage vendor relationships, service contracts, and procurement of parts/services for critical facilities equipment.
  • Develop and manage operational budgets, track expenditures, and identify efficiency improvements.

Project Implementation & Systems Integration

  • Oversee the implementation of new critical infrastructure projects, including design review, commissioning, and integration into existing systems.
  • Maintain accurate records of maintenance activities, incident reports, and system performance.

Job Qualifications:

Education & Certifications

  • Bachelor's degree in Electrical Engineering, Mechanical Engineering, Facilities Management, or a related technical field.
  • Relevant certifications such as PMP or Certified Facilities Manager are a plus.

Experience & Skills

  • Minimum 7 years experience in critical facilities management, with at least 3 years in a supervisory/leadership role, preferably in banking, financial services, or data centers.
  • In-depth knowledge of critical power systems, HVAC systems, fire suppression systems, and BMS.
  • Proven ability to troubleshoot complex technical issues and make critical decisions under pressure.
  • Strong understanding of industry standards and regulations (e.g., Uptime Institute tiers, NFPA, local building codes).
  • Experience with budget management, vendor negotiations, contract administration, and CMMS/facilities management software.
  • Flexible work hours and on-call availability for emergencies.
