Job Description

Summary:

The Assistant Vice President (AVP), Information Technology, is responsible for leading the Group's IT Infrastructure, Cloud Platforms, Core Systems Operations, End-User Computing, and Technology Service Delivery across CDL.

This role ensures the availability, resilience, security and regulatory compliance of enterprise IT platforms while driving modernization, cost optimization, and service excellence aligned with business priorities. The AVP provides senior technical leadership, operational governance and support, vendor management, and cross-functional engagement across local and overseas operations.

Job Description:

IT Infrastructure & Cloud Platforms

  • Govern and manage enterprise Azure and AWS cloud environments, including hybrid infrastructure supporting mission-critical systems.
  • Ensure platform stability, scalability, cost efficiency, and security across cloud and on-prem environments.
  • Drive infrastructure modernization initiatives, including cloud optimization, automation, and resilience improvements.
  • Define and regularly test disaster recovery strategies, backup policies, and RTO/RPO targets.

Enterprise Systems, Data & Integration

  • Oversee infrastructure and platform support for enterprise applications including ERP, HR, Finance, CRM, Analytics, Integration and AI systems.
  • Govern enterprise data platforms and integration layers to ensure pipeline performance, availability, and security.
  • Ensure effective vendor delivery and service accountability across infrastructure, cloud and data platforms.

End User Computing & Service Delivery

  • Lead end-user computing and service desk operations across HQ, showflats, remote branches, and overseas offices.
  • Oversee end-user collaboration platforms, endpoint management, patching compliance, and endpoint security.
  • Govern ITSM processes, service quality, and continual improvement initiatives.

IT Risk, Compliance & Incident Management

  • Work closely with the IT Security team to align infrastructure operations with enterprise security standards, identity and access management, and security controls.
  • Ensure infrastructure and cloud platforms comply with regulatory requirements and internal governance policies.
  • Lead the technical and operational response for major IT incidents, coordinating recovery efforts and post-incident reviews.

Leadership, Governance & Stakeholder Engagement

  • Lead, mentor, and develop infrastructure and cloud operations teams.
  • Manage strategic vendors, contracts, and IT operating budgets.
  • Provide IT advisory and oversight support to subsidiaries and overseas operations.

Job Requirements:

  • Degree in Computer Science, Information Systems, or equivalent.
  • Minimum 15 years of experience in IT infrastructure and cloud platforms, with a proven track record leading and hands-on managing enterprise-scale environments.
  • Strong hands-on technical expertise with deep knowledge across:
  • Microsoft Azure (IaaS/PaaS services, networking, identity, monitoring, cost management)
  • Amazon Web Services (AWS) (core compute, containerisation, networking, storage, and cloud operations)
  • Windows Server and Active Directory / Entra ID in hybrid environments
  • Microsoft 365 (Exchange Online, Teams, SharePoint, OneDrive, Intune)
  • Demonstrated ability to design, implement, manage, troubleshoot, and optimize cloud and on-prem infrastructure, not just provide oversight.
  • Solid experience operating hybrid Windows and Linux environments, including patching, performance tuning, and availability management.
  • Proven experience leading infrastructure modernization initiatives while remaining personally involved in critical technical decisions and escalations.
  • Experience managing IT operating budgets, vendors, and external service providers.
  • Strong leadership and stakeholder management skills, with the ability to balance hands-on technical contribution and people leadership.
  • Excellent analytical, documentation, and communication skills.
