Job Description

The Progressive Wage Mark (PW Mark) is an accreditation scheme under the Ministry of Manpower (MOM) that recognises firms that adopt progressive wage practices. The PW Mark Administration Office (PWMAO), housed within SBF's Workforce Development Division (WDD), serves as the public-facing body for PW Mark administration, certification, renewal and employer engagement.

This role drives integrated marketing, communications and outreach to increase awareness, adoption and progression of PW Mark, while repositioning PWMAO as a gateway to enterprise and workforce transformation.

The incumbent will lead and implement the 3E (Enable, Elevate, Empower) marketing campaign, delivering integrated campaigns, outreach roadshows and flagship platforms to guide employers along a structured Diagnose → Decide → Act → Scale journey anchored on EWTP. The role will also support One SBF / One WDD initiatives, including the promotion of EWTP AI Booster packages and the development of capability platforms with SBI to drive adoption of workforce transformation outcomes.

Responsibilities

1. Marketing, Communications & Outreach

  • Drive and execute integrated marketing, communications and outreach strategies across PWMAO and One WDD initiatives.
  • Implement the 3E (Enable, Elevate, Empower) campaign, guiding employer engagement along a structured Diagnose → Decide → Act → Scale pathway anchored on EWTP as the primary entry point.
  • Plan, develop and deliver outreach roadshows, workshops and SBF / PWM / PW Mark-led flagship platforms to drive awareness and participation in workforce transformation initiatives.
  • Develop and execute sector-focused marketing campaigns across digital and physical channels to drive programme awareness, uptake and progression.
  • Curate and disseminate compelling and visually engaging content including EDMs, newsletters, social media, employer stories and marketing collateral.
  • Coordinate communications with vendors, MOM, TAFEP and ecosystem partners to ensure consistent and unified messaging.
  • Support lead generation and qualification, ensuring structured routing of employers into EWTP and cross-WDD programmes.
  • Monitor and evaluate campaign performance and engagement metrics, and optimise outreach effectiveness.

2. OneSBF / OneWDD Special Projects and Integrated Campaigns

  • Drive integrated One SBF / One WDD marketing initiatives, positioning PW Mark as an entry point to enterprise and workforce transformation solutions.
  • Support the development, packaging and promotion of EWTP AI Booster packages for PWM sectors and beyond.
  • Work with SBI and WDD teams to curate, develop and implement capability development initiatives and platforms that translate employer needs into structured workforce transformation outcomes.
  • Support the design and execution of flagship capability platforms (e.g. Career Health Summit, sector platforms and thematic engagements) to drive adoption of human capital practices, including career progression, workplace fairness and workforce capability.
  • Leverage these initiatives and platforms as proof points to strengthen conversion from PW Mark engagement into EWTP and other WDD programmes.
  • Promote WDD programmes to PWM-sector companies, enabling progression beyond compliance into capability-building and productivity outcomes.
  • Coordinate cross-programme campaigns and messaging to deliver a unified One WDD value proposition and prevent programme-level fragmentation.
  • Support expansion beyond PWM sectors by activating horizontal themes such as AI adoption, productivity improvement, job redesign and skills-first practices

3. Programme Administration & Reporting

  • Manage programme communication channels and respond to enquiries from companies and stakeholders.
  • Maintain and update PW Mark digital platforms and content repositories.
  • Compile and maintain engagement reports, dashboards and campaign performance metrics.
  • Support preparation of reports and updates for internal and external stakeholders, including MOM.
  • Assist in profiling employer success stories and gathering feedback to inform continuous improvement.

4. Governance, Compliance & Continuous Improvement

  • Ensure all marketing, outreach and engagement activities comply with MOM funding requirements, branding guidelines and approval protocols.
  • Maintain accurate records and documentation to support audit, reporting and data integrity requirements.
  • Support alignment with One SBF / One WDD governance, including integrated marketing standards and approval workflows.
  • Identify and implement improvements to campaign execution, outreach approaches and engagement effectiveness.

Requirements

1. Job Experience and Preferred Qualifications

  • Diploma or degree in Business, Marketing, Communications, Human Resources or a related discipline.
  • Relevant internship or project experience in marketing campaigns, outreach or social media engagement will be advantageous.
  • Demonstrated interest in workforce development, human capital or public sector initiatives.

2. Technical Competencies

  • Strong capabilities in digital marketing, content creation and integrated campaign execution.
  • Proficiency in AI-enabled tools (e.g. Copilot, Canva, CRM, analytics platforms) to develop and optimise marketing content and outreach.
  • Ability to create compelling, creative and visually engaging employer-facing collateral and narratives.
  • Competence in analysing campaign performance and engagement metrics.

3. Soft Skills

  • Resourceful, creative and solutions-oriented, with a strong flair for storytelling and narrative development.
  • Independent and self-driven, with strong execution discipline and ownership.
  • Strong communication and stakeholder engagement skills.
  • Collaborative team player able to work across multiple teams within a One WDD environment.
  • Willingness to act as an active advocate for Progressive Wage Mark (PW Mark), Progressive Wage Model (PWM) and WDD programmes, including profiling initiatives on digital and social media platform.
  • Adaptable and able to operate effectively in a fast-paced and evolving environment.
