Role Summary

The HR Manager leads the HR function at Limitless, providing both strategic and operational HR support in a lean, mission-driven environment. The role partners management and supervisors on workforce planning, talent, employee relations, performance, compensation, HR operations and organisational development, while ensuring sound HR governance and compliance.

Key Responsibilities

HR Strategy & Workforce Planning

. Develop annual HR and manpower plans aligned with organisational priorities.

. Advise management and supervisors on workforce, performance, employee relations and other people matters.

. Monitor workforce trends, manpower costs and HR metrics, and recommend appropriate actions.

Talent Acquisition & Employee Lifecycle

. Lead end-to-end recruitment, including sourcing, selection, salary recommendations and offers.

. Oversee onboarding, probation, contract renewals, work passes and offboarding.

. Analyse recruitment, turnover and exit trends to improve attraction and retention.

Employee Relations & Engagement

. Manage employee relations, grievances, disciplinary and performance matters fairly and consistently.

. Coach supervisors on people management and HR policies.

. Lead employee engagement, well-being and culture initiatives.

Performance, Talent & Learning

. Lead performance management, calibration, increments and promotion processes.

. Support talent identification, succession planning and employee development.

. Lead training needs analysis and coordinate organisation-wide learning priorities.

Compensation, Benefits & Payroll

. Oversee payroll with Finance and/or external vendors and ensure statutory compliance.

. Manage compensation reviews and benefits administration.

. Conduct salary benchmarking using relevant market and social service sector data.

Manpower Budget & Reporting

. Develop the annual manpower budget with Finance and management.

. Monitor headcount and manpower costs against budget and recommend adjustments.

. Prepare HR and manpower reports for management, funders, audits and governance reporting.

HR Operations, Systems & Governance

. Oversee HR operations, employee records and HRIS, ensuring data accuracy and confidentiality.

. Develop and maintain HR policies compliant with Singapore employment requirements.

. Improve and automate HR processes where appropriate.

. Maintain HR dashboards and workforce analytics to support decision-making.

. Support HR-related Board/committee, funder and audit requirements.

Culture & Organisational Development

. Champion a respectful, inclusive, psychologically safe and values-driven workplace.

. Support organisational development, change and culture initiatives.

. Strengthen supervisors people-management capabilities.

Qualifications & Experience

. Bachelor's degree in Human Resource Management

. Minimum 5 years of progressive HR generalist experience.

. Strong knowledge of Singapore employment legislation and HR practices.

. Experience in Infotech, manpower planning, budgeting and HR analytics preferred.

. Social service or non-profit experience and IHRP certification are advantageous.

. Strong stakeholder management, judgement, analytical and communication skills.

. Self-starter who can balance strategic priorities with hands-on HR operations.
