Job Description

The Assistant HR Manager supports the full spectrum of HR functions including recruitment, performance management, training and development, payroll administration, and employee engagement. The role also assists in office administration, ensuring smooth daily operations and providing support to management as a strategic HR partner.

Human Resource Administration

  • Review and implement HR policies and procedures.
  • Review and manage employee benefits, entitlements, and insurance coverage
  • Manage job postings, coordinate interviews, and the recruitment process
  • Conduct exit interviews and support exit clearance procedures.
  • Responsible for sourcing interns and temporary staff
  • Manage completion of labour-related market surveys and statutory submissions

Payroll Administration

  • Oversee monthly payroll processing via Times Soft
  • Oversee Annual Income Tax Filing for employees
  • Oversee monthly CPF Contribution and SDL e-submissions to CPF Board
  • Pay slip processing and timely issuance to employees
  • Work closely with the Remuneration Committee on HR related advice and approvals

Talent Management & Development

  • Develop & implement talent management framework
  • Develop & implement learning and development roadmap
  • Drive and execute the Mid-Year and Year-end Performance Appraisal Process
  • Manage the development and retention of talent within SEC
  • Responsible for sourcing relevant training programmes for employees
  • Liaise with Training Providers on course registration
  • Obtain feedback from employees on the effectiveness of training courses attended
  • Conduct Employee Orientation

Office Administration and Facilities Management

  • Maintain systematic filing systems (electronic and physical)
  • Assist in general office administration including procurement of supplies.
  • Coordinate onboarding requirements such as IT and system access.
  • Support in liaising with vendors and assist in managing service contracts
  • Support IT vendor coordination for technical and asset matters
  • Assist in business travel arrangements and logistics.
  • Ensure office areas are well-maintained.
  • Support processing of invoices and expense reports.

Others

  • Provide administrative and HR support to management.
  • Assist in implementing PDPA and DPO requirements.
  • Support workplace safety initiatives
  • Review and renew company insurances
  • Oversee Office Administration
  • Any other duties assigned by the Executive Director


Requirements

  • Degree or diploma in Human Resources or related field
  • 3-5 years of relevant HR experience
  • Good understanding of Singapore labour laws and HR practices
  • Strong interpersonal, communication, organisational and negotiation skills
  • Proficient in MS Office and HR systems (Times Soft)
  • Comfortable engaging Senior Management, taking minutes and presenting at respective Committees and BOD Meetings
