Assistant Manager, Artificial Intelligence Office (Contract)

Overview

The Software Engineer will be responsible for the design, development, enhancement, and lifecycle management of enterprise applications within NUHS. The role focuses on delivering scalable, secure, and high-quality software solutions using modern development frameworks and DevOps practices.

The incumbent will work closely with business stakeholders, architects, project teams, and technical teams to design, develop, test, deploy, and maintain applications throughout the Software Development Lifecycle (SDLC). The successful candidate should possess strong full stack development capabilities and be passionate about driving application modernization, automation, and continuous improvement initiatives.

Key Responsibilities

Application Development

• Design, develop, test, and maintain enterprise applications using Java, Spring Boot, and related technologies.
• Develop and maintain RESTful APIs, microservices, and backend services.
• Design and develop responsive, user-friendly web applications using modern frontend frameworks and technologies.
• Implement secure and scalable software solutions aligned with enterprise architecture standards.
• Translate business requirements into technical designs and software solutions.
• Participate in technical design reviews, architecture discussions, and solution evaluations.
• Perform code reviews and ensure compliance with coding standards, security requirements, and development best practices.
• Troubleshoot and resolve technical issues throughout the development lifecycle.

Frontend Development

• Design and develop modern web user interfaces using Angular, React, JavaScript, TypeScript, HTML5, and CSS3.
• Build reusable UI components and integrate frontend applications with backend APIs.
• Optimize application performance, usability, accessibility, and responsiveness across devices and browsers.
• Collaborate with UX/UI designers and business users to enhance user experience and application usability.

Application Lifecycle Management

• Manage applications throughout their lifecycle from requirements gathering, development, testing, deployment, maintenance, enhancement, and retirement.
• Drive continuous improvement of software engineering practices and development standards.
• Maintain technical documentation, system design documents, deployment procedures, and operational runbooks.
• Ensure solutions remain maintainable, scalable, secure, and aligned with evolving business needs.
• Support application modernization initiatives and technology refresh activities.

DevOps, CI/CD & Release Management

• Design, implement, and maintain CI/CD pipelines using Azure DevOps and Git repositories.
• Automate build, testing, deployment, and release processes to improve software quality and delivery efficiency.
• Manage source code repositories, branching strategies, pull requests, and version control processes.
• Collaborate with infrastructure, cybersecurity, and platform teams to ensure smooth deployments and operational readiness.
• Implement DevSecOps practices by integrating security and quality controls into development pipelines.
• Monitor and improve software delivery performance through automation and continuous integration practices.

Testing & Quality Assurance

• Develop and maintain unit tests, integration tests, and automated testing suites.
• Support System Integration Testing (SIT), User Acceptance Testing (UAT), and production validation activities.
• Perform root cause analysis and resolve software defects efficiently.
• Ensure application quality, reliability, security, and performance through continuous testing and monitoring.
• Advocate quality engineering practices within the development team.

Stakeholder Collaboration

• Work closely with business users, product owners, project managers, architects, infrastructure teams, and cybersecurity teams.
• Participate in requirements gathering, effort estimation, sprint planning, and solution delivery activities.
• Provide technical recommendations on solution design, technology adoption, and application enhancement opportunities.
• Communicate project progress, risks, issues, and technical decisions effectively to stakeholders.

Requirement

• Degree in Computer Science, Software Engineering, Information Technology, or a related discipline.
• Minimum 5 years of experience in software development and enterprise application delivery.
• Strong hands-on experience in Java development using Spring Boot.
• Experience developing RESTful APIs, microservices, and enterprise-scale applications.
• Experience in frontend development using Angular, React, or similar web frameworks.
• Proficiency in JavaScript, TypeScript, HTML5, CSS3, and responsive web design.
• Hands-on experience with Git source control and branching strategies.
• Experience implementing CI/CD pipelines using Azure DevOps or similar DevOps platforms.
• Good understanding of Agile, Scrum, and Software Development Lifecycle (SDLC) methodologies.
• Experience with relational databases and SQL development.
• Experience integrating applications with external systems through APIs and middleware technologies.
• Strong analytical, troubleshooting, problem-solving, and stakeholder management skills.
• Self-motivated with a passion for learning and adopting new technologies.
• Experience in healthcare systems or healthcare-related projects would be an advantage.

  • Database & Integration - Microsoft SQL Server, PostgreSQL, Oracle Database, API Integration, Messaging Technologies (Kafka) would be advantageous
  • Cloud & Containerization (Advantageous) - Docker, Kubernetes, AWS/Microsoft Azure, Cloud-Native Application Development
