Job Description

OVERVIEW

You will be responsible for the full spectrum of employee learning, development, and capability-building initiatives. Working closely with the Head of Department, you will shape employee communications to foster a highly engaged, high-performing workforce that supports the organisation's objectives, strategic priorities, and growth plans. You will build strong HR partnerships with the departments under your care by identifying resource, motivation, and development needs aligned to their goals. In addition, you will contribute to advancing progressive HR practices by adopting industry best practices, driving innovation, and implementing technology enhancements. As a senior member of the Human Resource team, you will partner with the Head of Department on strategic learning & development and lead the development of career progression pathways and leadership programmes.

RESPONSIBILITIES:

Learning and Development

.Conduct a Learning Needs Analysis and develop a Total Learning Plan.

.Responsible for developing and updating the Learning Roadmap for employees.

.Responsible for developing the organisation's Learning Calendar and Training Catalogue.

.Guide and coach the Executive to manage the Training Plan and Calendar.

.Source for courses based on learning needs, course objectives, and outcomes desired.

.Plan, source, co-ordinate and administer core in-house learning and development programmes.

.Plan, source, and work with the team to organise training courses.

.Proactively seek out and liaise with learning providers, government bodies and associations on grants and subsidies to maximise the training budgets.

.Responsible for accurate and timely processing and administration of courses for the Association.

.Communicate with Staff on their course details, such as administrative details or pre-requisites of programmes.

.Optimised and maintained Learning and Development utilisation, budget, and learning needs.

.Manage the LDC training budget and expenses to ensure self-sustainability

.Communicate with HOD on their department's learning and development places and budget utilisation.

.Maintain and update the database in the training module of HRMS

.Maintain and update learning and development records, especially for training bonds.

.Issue training deeds and execute Bonds for sponsored programmes.

.Ensure timely completion of all training evaluations.

.Conduct analysis on the effectiveness and transfer of learning for key learning programmes.

Professional Development

.Work with the reporting manager to develop leadership and management programmes to build the capabilities of CPAS human capital.

.Work with the reporting manager on staff career development plans.

.Proactively determine the competencies and skills to be ready for the future of work and in turn develop Clients for the future.

.Manage the sponsorship and study awards for the academic and professional development of employees.

.Administer the above sponsorship and scholarship training deeds and bonds.

.Seek out funding and grants for building organisation capabilities.

Employee Engagement

.Responsible for preparing and communicating the HR monthly dashboard

.Manage employee communications such as employee feedback channels and address all action items from the feedback

.Plan, prepare, and conduct HR Employee Communication sessions.

.Responsible for disseminating all action items raised during Engagement Sessions to the relevant parties, following up on action items and monitoring their progress.

.Conduct HR TouchPoints to engage new hires as part of the onboarding programme.

.Responsible for the LDC department induction and its online quizzes.

Department HR Partnering

.Attend promptly to Department and Staff queries.

.Provide advisories to the Department HOD in all human resource matters.

.Conduct exit interviews and clearance for the staff of your Departments.

.Issue letters of Certification and other forms of letters for your departments.

Human Resource Project & Others

.Responsible for projects in your primary areas of responsibility.

.Participate in projects assigned to you for development and improvements.

.Responsible for all ad-hoc duties as and when assigned by the Head of Department.

REQUIREMENTS:

. At least a Degree in Human Resource Management and/or Business Administration with a post-graduate qualification in Human Resource Learning and Development.

.Have 5 to 7 years of relevant working experience in the related field of this position.

.Familiar with Learning Management Systems.

.Possess a positive mindset and are able to overcome difficulties to achieve desired results.

.Resilient, able to manage multiple priorities at the same time and meet tight deadlines.

.Constantly maintain objective and highly confidential matters whilst interacting with stakeholders and Staff.

. Strong communication and interpersonal skills, tactfulness, and effective Department partnering to work with multiple stakeholders.

.Service-oriented, client-focused, and a strong team member.

.Committed to high standards and adopts a professional and conscientious approach.

.Good spoken / written English.

.Highly proficient in MS Office Applications such as Word, Excel and PowerPoint.

.Some prior working experience in a Social Service Organisation or related industry is preferred.
