Job Description

We are seeking an Assistant Human Resources (HR) Manager to independently lead and manage key HR functions, with a strong focus on Talent Acquisition, HR Operations & Analytics, Employee Relations, HR Reporting, Employee Engagement and Process Improvement.

This role requires end-to-end ownership of core HR processes and a sound understanding of local employment laws to effectively advise management, ensure HR compliance and support business objectives. The successful candidate will serve as a trusted HR partner to the business, contributing beyond transactional HR activities to foster a fair, efficient and compliant workplace that aligns with Singapore employment practices and organizational goals.

1. Key responsibilities

  • Partner closely with Heads of Department (HODs) to understand business requirements, workforce needs and role-specific competencies to support timely and effective hiring.
  • Manage the full recruitment lifecycle, including job advertising, candidate sourcing, interviewing, offer management, pre-employment checks and onboarding.
  • Collaborate with the COO and Regional Headquarters on annual manpower planning, performance management processes, HR budgeting, and workforce forecasting.
  • Serve as a trusted HR advisor, providing management with hiring recommendations, workforce insights and practical HR guidance to support business decisions.
  • Oversee payroll administration, work pass matters, HR reporting and HR operations, ensuring accuracy, compliance, consistency and operational efficiency.
  • Build and maintain strong partnerships with educational institutions to support internship and graduate talent pipelines.
  • Identify training needs and coordinate learning and development initiatives to enhance employee capabilities and support business objectives.
  • Lead employee engagement and well-being initiatives, including health and wellness programs, employee recognition activities, and company-wide events that foster collaboration, morale and a positive workplace culture.
  • Ensure HR policies, practices and procedures comply with Singapore employment legislation and MOM regulations. Stay abreast of regulatory changes and proactively recommend policy updates as required.
  • Act as the primary point of contact for employee relations matters, providing timely and professional HR support to employees and management.
  • Manage employee grievances, conflicts and workplace concerns with discretion, professionalism, and confidentiality, including liaising with relevant external agencies when necessary.
  • Conduct investigations into employee misconduct, disciplinary issues and performance concerns, and recommend appropriate corrective actions in accordance with company policies and legal requirements.
  • Supervise, coach and develop the HR Officer to ensure effective day-to-day HR support and continuous professional growth.
  • Drive HR process improvement initiatives, leveraging HR analytics and best practices to enhance efficiency, employee experience, and organizational effectiveness.

2. Requirements & Qualifications

  • Bachelor's Degree in Human Resource Management, Business Administration, or a related discipline.
  • Minimum 4 years of progressive HR experience, preferably in a Senior HR Executive or Assistant HR Manager role with broad exposure to HR operations and business partnering.
  • Strong knowledge of Singapore employment legislation, MOM regulations, and HR best practices.
  • A proactive, hands-on problem solver with a strong sense of ownership and a genuine commitment to contributing to organizational success.
  • Experience with Infotech HRMS or similar HR systems will be an added advantage.
  • Demonstrated ability to manage HR matters independently, exercise sound judgment, and make well-informed decisions in a fast-paced environment.
  • Experience in handling employee relations matters, disciplinary cases, and workplace investigations is preferred.
  • Strong sense of accountability, integrity, and professionalism in handling confidential and sensitive information.
  • Excellent stakeholder management, interpersonal and communication skills, with the ability to build effective relationships across all levels of the organization.
  • High level of discretion, maturity and professionalism in dealing with employees, management and external parties.
  • Practical and solutions-oriented mindset, with the ability to balance business needs, employee concerns, and compliance requirements.
  • Well-organized with strong planning and prioritization skills, capable of managing multiple responsibilities and meeting deadlines effectively.
  • Proficient in HR reporting and analytics, with the ability to interpret data and provide actionable workforce insights.
  • A positive team player with the confidence and capability to operate as a trusted HR partner to business leaders and employees alike.
