[What the role is]
You will lead a team in the Marketing and New Media (MNM) division under the Media Industry Group (MIG), which drives IMDA's efforts to grow Singapore's creator and gaming ecosystems.
Your role focuses on developing and delivering initiatives that enable Singapore's digital content creators, studios, and industry partners to create impactful, engaging, and globally competitive content. You will oversee strategic partnerships, manage grant programmes, and the appointment and management of IMDA's New Media partner under the Singapore Media Festival (SMF) from 2026 and beyond.
You will also provide oversight for projects and partnerships in the gaming sector and be responsible for budget administration and financial stewardship within MNM.
Strong leadership, stakeholder management, and the ability to translate strategic intent into actionable programmes will be key to success in this role.
[What you will be working on]
Programme and Partnership Management
- Lead and manage the administration of partnership programmes that support digital content agencies and creators.
 - Oversee programme design, partner evaluation, contracting, milestone monitoring, deliverables review, and performance reporting.
 - Track outcomes, evaluate KPIs, and ensure alignment with IMDA's strategic objectives for the New Media sector.
 - Guide your team in supporting the pipeline of emerging creators, strengthening Singapore'sdigital content landscape, and driving Made-with-Singapore content reach and impact.
 
Singapore Media Festival (SMF) - New Media Event
- Lead the planning and appointment of IMDA's New Media event partner for the SMF.
 - Oversee procurement processes (RFQ, ITQ, ITT), partner evaluation, and appointment documentation.
 - Manage the partnership with the appointed partner/s to ensure programme delivery, creative direction, and outcomes align with IMDA's vision for digital content and creators.
 - Drive strategic alignment between the New Media event and SMF's overall positioning as a global platform for Singapore's media ecosystem.
 
Support for the Games Industry 
- Provide oversight of programmes and partnerships that support the Singapore gaming ecosystem, including collaborations with the Singapore Games Association (SGGA).
 - Identify opportunities to strengthen support for local developers and publishers through showcases, partnerships, and industry profiling at key regional and international events.
 - Track sector trends and insights to inform future policy and programme interventions.
 
Stakeholder and Partner Engagement:
- Manage key stakeholder relationships across creators, studios, agencies, industry associations, and government partners.
 - Ensure strong alignment with internal divisions and external stakeholders to achieve common outcomes for industry development and public service content impact.
 - Represent MNM and MIG in inter-agency discussions, working committees, and partner meetings.
 
Budget and Governance:
- Oversee MNM's overall budget planning, allocation, and reporting. Ensure financial discipline, compliance with governance requirements, and effective resource deployment across programmes.
 - Prepare submissions for programme and budget approvals and provide periodic updates to management.
 
Team Leadership
- Provide guidance, mentorship, and professional development support to a team of managers and assistant managers.
 - Build capability in programme management, stakeholder engagement, and content evaluation.
 - Foster a collaborative, accountable, and high-performance team culture that drives delivery excellence.
 
What we are looking for
- At least 6-8 years of relevant experience, with a demonstrated track record in team leadership, programme management, and stakeholder engagement.
 - Experience in the public sector, including managing grants and procurement processes (RFQs, ITQs, ITTs), will be a strong advantage.
 - Familiarity with the digital content ecosystem, either through prior work with content creators, media agencies, or digital studios.
 - Strong organisational, analytical, and project management skills, with attention to detail and the ability to manage multiple concurrent projects.
 - Experience with budget management and financial governance processes.
 - Excellent written and verbal communication, presentation, and negotiation skills.
 - Resourceful, proactive, and comfortable working in a fast-paced, collaborative environment.
