The Role

Assistant Director (Planning)

As the Assistant Director of the Planning Team, you will support the Deputy Director in steering strategic planning and cross-unit coordination efforts for the Job Security Directorate (JSD). JSD's focus is on achieving better workers, better jobs, and better matching for workers through NTUC's Job Security Council. You will play a pivotal role in shaping impactful job security initiatives by leveraging global insights, technological innovation, shaping policy formulation, and integrated planning. This role demands a forward-thinking leader with strong analytical, coordination, and communication capabilities.

Job Responsibilities

1. Strategic Insights & Global Best Practices

  • Conduct horizon scanning to identify emerging global trends in job security and workforce development.
  • Assess the adaptability of international best practices to the local context.
  • Provide strategic recommendations to enhance JSD's planning and policy initiatives.

2. Cross-Unit Coordination & Integration

  • Facilitate alignment across JSD units and with other NTUC divisions to ensure cohesive planning.
  • Lead coordinate efforts on cross-cutting issues, including prioritisation of greenfield companies.
  • Support the Deputy Director in driving integrated execution of strategic initiatives.

3. Technology-Driven Innovation

  • Identify opportunities to leverage technology to enhance JSD's operations through technology.
  • Conceptualise tech-enabled solutions based on business needs.
  • Collaborate with the Technology Office (TO) to develop and integrate solutions with NTUC systems (e.g., AICC, VCC).

4. Communications Strategy

  • Develop and implement a comprehensive communications strategy for JSD.
  • Ensure consistent messaging across internal and external stakeholders.
  • Support strategic outreach and engagement efforts.

5. Performance Monitoring & Analytics

  • Lead the development and management of performance tracking frameworks.
  • Define key performance indicators and monitor progress against strategic goals.
  • Deliver regular analysis and insights to drive accountability and continuous improvement.

6. Secretariat & Strategic Reporting

  • Serve as the secretariat for JSD-related meetings and engagements.
  • Prepare and present progress reports to the Board, NTUC management, and external stakeholders (e.g., Government, SNEF).
  • Support strategic decision-making through timely and accurate reporting.

Job Requirements

  • Good interpersonal and negotiation skills
  • 8-10 years of experience in strategic planning, policy analysis, or project management.
  • Strong leadership and management skills, with the ability to motivate and inspire a diverse team.
  • Deep understanding of workforce development and job security issues.
  • Excellent coordination, communication, and stakeholder engagement skills.
  • Proficiency in data analytics and performance tracking tools
  • Experience in technology integration and digital transformation initiatives is an advantage.
