[What the role is]

This role sits within the Policy, Regulation & Competition Development

(PRCD) Group. PRCD is at the forefront of policy and regulatory thinking,

where policies and frameworks facilitate the deployment

of digital infrastructure, encourage innovation, and support

the growth of Singapore's digital economy. PRCD also

builds an inclusive society and addresses emerging

threats and challenges in the digital domain.

[What you will be working on]

Strategic Policy Design and Reviews

  • Leading strategic policy design and reviews, including undertaking market and technology assessments for local and international market segments, producing thoroughly researched reports, and developing short and long-term policies and regulatory frameworks that account for evolving market trends and technology developments.
  • Conducting comprehensive market reviews and merger & acquisition assessments, including evaluating the impact of technology on competitive market structures, and developing agile regulatory responses and remedial measures that uphold consumer protection standards.

Market Assessment and Analysis

  • Performing robust economic, financial, and technology-impact analysis across the telecom, media, and postal markets to assess the overall health of operators and develop sound policy recommendations informed by multiple internal and external stakeholder perspectives.
  • Designing postal and parcel locker infrastructure strategies that optimise delivery efficiency and reduce costs, including supporting cost-benefit analyses for relevant stakeholders.

Mobile Market and Spectrum Policy

  • Developing mobile market and spectrum policy by conducting technology and competition analysis arising from market shifts, assessing market structure trends such as 5G and 6G developments, and formulating appropriate approaches to allocate scarce spectrum resources.
  • Managing large-scale technology transition projects, coordinating proactive stakeholder engagement with public agencies and enterprises to ensure seamless migration timelines while resolving operational issues without market disruption.
  • Conducting technology impact assessments on mobile services, evaluating them against government and public needs, and developing appropriate policy approaches accordingly.

[What we are looking for]


  • Background in business, economics, public policy, law, or a related discipline.
  • At least 8 years of experience in telecommunications policy development, competition analysis, or regulatory affairs, with demonstrated experience in spectrum management, market reviews, and legislative reform processes, including experience in a supervisory capacity developing and leading teams.
  • Proven track record in managing complex stakeholder engagement processes, including industry consultations, government approvals, and multi-party negotiations in competitive telecommunications markets.
  • Experience in competition enforcement, merger and acquisition assessments, and regulatory framework harmonisation within telecommunications or related industries.
  • Comprehensive understanding of telecommunications market dynamics, spectrum policy, network infrastructure economics, and competition regulatory principles, with strong analytical capabilities in policy impact assessment.
  • Ability to understand and interpret technology developments in the fixed line, cellular mobile, and postal or parcel space and translate these into sound policy implications.
  • Excellent stakeholder management and negotiation skills to coordinate complex multi-party initiatives, secure government approvals, and facilitate industry consensus on regulatory reforms.
  • Strong project management capabilities to oversee large-scale policy initiatives, manage technology transitions, and develop organisational capacity building programmes while balancing competing stakeholder interests.
