Job Purpose
Plan, manage, implement, and supervise M&E systems for major infrastructure projects, ensuring integration with overall development objectives and sustainability goals.
Key Responsibilities
- Responsible for planning, development and implementation of M&E systems, including building services, utilities networks and infrastructure solutions from conceptualisation through to completion.
- Collaborate and facilitate meetings with internal stakeholders and external agencies/partners on major infrastructure projects from project inception to handover.
- Responsible for project management, including the review and assessment of consultants designs, and the coordination of M&E installation and utilities infrastructures throughout the entire project lifecycle.
- Develop detailed M&E implementation programme and strategy.
- Develop project briefs, requirements, technical specifications, performance requirements, and tender documentation for consultancy and construction contracts.
- Manage project interfaces between various building systems, infrastructure components, and stakeholders to ensure seamless integration and optimal performance.
- Identify project risks specific to M&E systems and critical infrastructure and implement necessary mitigation measures.
- Ensure compliance with relevant codes, safety & quality standards, and sustainable development requirements while meeting project timelines and within budget.
- Demonstrate the ability to work independently and lead project teams.
- Conduct regular site visits/inspections and report on quality and progress.
Requirements
- Bachelor's or Master's Degree in Mechanical or Electrical engineering.
- Minimum of 12 years post-graduate experience in M&E engineering, with substantial involvement in large-scale infrastructure or development projects.
- Proven experience in designing and implementing large-scale building services systems and utilities infrastructure, with knowledge of local authority requirements, statutory submissions, and industry codes and standards.
- Experience in Green Mark certification/ implementation of sustainability measures and design experience in ACMV and fire protection systems would be preferred.
- Familiarity with procurement processes, including tender evaluation, contract administration and working knowledge of PSSCOC.
- Demonstrated project management capabilities with proven ability to lead and coordinate multi-disciplinary team.
- Excellent analytical and problem-solving skills, with a strong competency in managing technical risks and resolving interface issues whilst maintaining attention to details.
- Strong written and verbal communication skills in English with ability to effectively engage stakeholders from diverse and non-technical backgrounds.
This is a 3-year contract with the possibility of renewal.
