What The Role Is
This is a strategic and forward-looking leadership role in steering the ministry's Records Management (RM) and Parliamentary Questions (PQ) portfolios.
As the functional lead for RM and PQ, you will provide policy direction, engage internal stakeholders across the ministry, and champion sustainable practices that safeguard institutional knowledge, strengthen accountability, and uphold MOH's credibility.
In this role, you will shape how governance requirements are translated into effective, future-ready business processes across MOH. You will also lead policy development, process transformation and system modernisation initiatives.
You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What You Will Be Working On
You will:
- Lead the development & implementation of RM policies, frameworks & processes, translating WoG requirements into practical operating models.
- Provide policy guidance & functional leadership to ensure consistent application of RM and PQ requirements across MOH.
- Drive transformation across the records management & PQ processes.
- Review & redesign workplace processes to enhance efficiency & compliance.
- Serve as the business & policy lead for system enhancement & modernisation, partnering with stakeholders to translate requirements into solutions.
- Oversee system implementation, including transition, communications, training, change management and continuous improvement.
- Engage & collaborate with key stakeholders such as MOH divisions, the National Archives of Singapore, National Library Board, Parliament, MOH Statutory Boards & agencies.

You should have:
- Preferably, a degree in archives & records management, library & information science/studies, business administration, public policy, or related fields.
- Preferably 5 years of relevant experience in records management, corporate services & policies, business process transformation or related functions.
- Strong capabilities in policy development, governance or process re-engineering.
- Experience leading transformation or system implementation projects.
- Ability to translate & streamline complex policy requirements into practical operational processes.
- Strong stakeholder engagement, change management & communication skills.
- Strong writing skills are essential.
