Job Description

Job Summary

The jobholder (2-year contract) is responsible for ensuring robust HR operations, effective policy development, compliance with regulatory and organisational requirements and workforce governance.

The incumbent is expected to work between 8:30 a.m. to 6:00 p.m. on weekdays and may be required to work over weekends and public holidays to support organisation events.

Although he/she is largely expected to work in an indoor environment, he/she is also expected to travel out of office for meetings.

Key Responsibility Areas

HR Policy, Governance and Compliance

a. Lead the creation, review, and updating of HR SOPs and guidelines.

b. Ensure HR practices comply with regulatory laws, audit requirements, and sector standards.

c. Ensure HR policies are communicated and understood across the organisation.

d. Manage policy exceptions and escalation processes to ensure fair and consistent decisions.

Performance and Rewards

a. Oversee performance management frameworks, including appraisal systems and talent reviews.

b. Develop and implement total rewards strategies, including compensation, benefits, and recognition frameworks.

HR Operations and Systems

a. Ensure effective delivery of HR operations, including payroll, HR systems, employee data management, and reporting.

b. Leverage HR analytics and insights to inform decision-making and improve HR effectiveness.

c. Drive the adoption of AI and emerging HR technologies to enhance HR operations, enable data-driven decision-making, and improve overall service delivery.

Secretariat Duties

a. Serve as secretariat to the Establishment Committee (EC), HR Committee (HRC) and any other meetings as required.

b. Maintain accurate records of meetings, decisions, and reports, and ensure timely and clear communication of policy changes across departments and the organisation.

Stakeholder Management

a. Partner with internal stakeholders, including senior leadership and departments, to address HR needs and drive organisational outcomes.

b. Build strong relationships to support effective HR business partnering.

Other Duties

a. Undertake additional responsibilities as assigned by the HOD or Senior Management.


Requirements

a. Minimum 8 years of relevant HR experience, with demonstrated leadership and

strategic HR exposure.

b. Strong knowledge of HR policies, employment legislation, and governance

frameworks.

c. Excellent leadership, interpersonal, and stakeholder management skills.

d. Strong analytical and problem-solving capabilities.

e. Adaptable, resilient, and able to lead change in a dynamic environment.

f. Good track record in stakeholder/partnership engagement and management

g. Experience in the community or public sector is an advantage.

h. IHRP or SHRM certification is an advantage.
