The Role
NTUC Foundation is looking for a strategic, hands-on technology leader to establish and drive its digital platform and data capabilities. The successful candidate will lead the development of digital channels, data systems and platform capabilities that enable NTUC Foundation to better manage funds, track programme impact, improve stakeholder engagement, and support stronger evidence-based decision-making. The candidate will start as the key technology lead and work closely with both internal and external stakeholders to shape and implement the technology roadmap for the Foundation.
Digital Platform and Website Development
- Lead the setup and development of NTUC Foundation's public-facing website and digital touchpoints.
- Develop AI- enabled digital experiences, including content recommendations, and digital capabilities to support donations, programme development, partner and volunteer engagement and stakeholder communication.
Donation and Payment Enablement
- Develop data-driven approaches to support donors, beneficiaries and enhance journeys for stakeholders including individuals, organisations and partners.
- Work with payment providers, gateways and internal teams to integrate secure payment processing.
- Support automated acknowledgement, receipt and tax relief processing where applicable.
- Ensure workflows are reliable, auditable and aligned with finance, compliance and reporting requirements.
Foundation Data and Systems Architecture
- Partner with NTUC Technology Office to architect the systems and data required to support NTUC Foundation's needs.
- Map and assess existing systems, data sources and workflows across NTUC Foundation, business units and related stakeholders.
- Design integration approaches across internal systems, union touchpoints, programme data, fund data, beneficiary data and stakeholder engagement data.
- Establish a centralised view of foundation-related data to improve oversight, coordination and reporting.
Funds, Programme and Impact Tracking
- Develop systems and processes to track NTUC Foundation initiatives and their impact.
- Support programme teams in capturing programme outcomes, beneficiary reach, utilisation, and impact indicators.
- Enable reporting and compliance that helps organisations and beneficiaries demonstrate the impact of grants and funds
- Build dashboards and reporting capabilities to support management oversight, fund governance, stakeholder updates and decision-making.
Analytics Capabilities
- Develop data and analytics capabilities to support stakeholder management, engagement planning and programme coordination.
- Explore geospatial mapping and analytics to identify programme coverage, stakeholder distribution, beneficiary reach and potential service gaps.
- Translate data insights into practical recommendations for leadership, programme and engagement teams.
- Support NTUC Foundation in its outreach, engagement and resource allocation.
Volunteer and Action-Taker Engagement
- Build platform capabilities to support outreach to volunteers and participants in NTUC Foundation programmes.
- Enable post-programme engagement, analysis and community-building through various channels.
- Support segmentation, communication workflows and engagement tracking to strengthen long-term relationships with volunteers, donors, beneficiaries and partners.
- Work with programme teams to design digital journeys for participants and stakeholders.
Governance, Security and Delivery
- Work with NTUC Technology Office and relevant governance teams to ensure systems comply with technology, cybersecurity, data protection and procurement requirements.
- Translate business needs into clear product requirements, technical briefs, implementation plans and vendor scopes.
- Manage vendors and delivery partners where required, ensuring quality delivery, value-for-moneyand long-term maintainability.
- Establish practical documentation, operating processes and support models for new systems and platforms.
- Build the digital and data team.
Role Requirements
- Strong experience in digital transformation, product management, platform development, enterprise systems, data platforms or technology delivery.
- Ability to operate strategically while remaining hands-on in the implementation and post-implementation phases.
- Experience working with websites, CRM systems, payment gateways, data integration, dashboards, workflow automation or digital engagement platforms.
- Strong understanding of how to translate organisational needs into scalable system and data architecture.
- Experience working with IT teams, business users, vendors and senior stakeholders.
- Ability to work across multiple stakeholder groups, including programme teams, finance, communications, IT, unions, partners and leadership.
- Strong analytical ability, with experience using data to support reporting, decision-making, impact measurement or stakeholder engagement.
- Good understanding of governance, cybersecurity, data protection and operational controls in a corporate or public-facing environment.
- Strong communication skills, with the ability to explain technology and data concepts clearly to non-technical stakeholders.
Good to Have
- Experience in non-profit, foundation, grant management, social impact, public sector, union, membership or ecosystem-based organisations.
- Experience with platforms, payment processing, tax relief workflows or fund management systems.
- Experience with impact measurement, outcomes reporting or programme evaluation.
- Experience with geospatial analytics, stakeholder mapping or community engagement platforms.
- Experience building a small team or setting up a new digital/data function.
- Familiarity with cloud platforms, data warehouses, low-code platforms, CRM platforms or marketing/engagement automation tools.
