Job Description

We are seeking an experienced Assistant Manager, Construction - Electrical, Instrumentation, Control & Automation (E&ICA) to support the construction, testing and commissioning of a major Waste-to-Energy / Power Plant project in Singapore.

Reporting to the Deputy Project Director (E&ICA Construction & T&C), the successful candidate will lead and coordinate E&ICA construction and commissioning activities while supervising engineers, subcontractors, suppliers and site personnel.

Key Responsibilities

• Plan, coordinate and oversee E&ICA construction, installation, testing and commissioning activities from execution through project completion and handover.
• Lead and supervise E&ICA Engineers, subcontractors, suppliers and site personnel to ensure safe and efficient project execution.
• Monitor construction progress, schedules, manpower, resources and site activities to achieve project milestones.
• Coordinate installation and commissioning activities for electrical, instrumentation, control and automation systems and equipment.
• Prepare and review technical documents, construction methodologies, commissioning procedures, reports and project execution plans.
• Review engineering drawings, specifications and technical documentation to ensure site works comply with project requirements.
• Ensure compliance with applicable engineering standards, statutory requirements, quality procedures and client specifications.
• Conduct and coordinate site inspections, testing, commissioning and final acceptance activities.
• Work closely with engineering, construction and commissioning teams to resolve technical and site-related issues.
• Coordinate with clients, consultants, vendors, subcontractors and internal stakeholders and provide regular project updates.
• Investigate E&ICA equipment failures and operational issues, conduct root cause analysis and recommend corrective and preventive actions.
• Develop, review and implement Risk Assessments and Safe Work Procedures for E&ICA activities.
• Promote a strong safety culture and ensure contractors and project personnel comply with project HSE requirements.
• Support troubleshooting and resolution of plant/system issues during construction and commissioning.
• Review and improve E&ICA operating procedures, maintenance practices and work processes where required.
• Mentor and supervise engineers and technical personnel and support their technical development.
• Participate in project meetings, technical reviews, inspections, audits and management reporting.
• Support project and plant operations outside normal working hours when required.

Requirements

• Bachelor's or Master's Degree in Electrical Engineering, Instrumentation, Control Systems, Automation Engineering or a related engineering discipline, with at least 5 years of relevant experience OR
• Diploma in a relevant Engineering discipline with at least 10 years of relevant experience.
• Strong experience in E&I / E&ICA construction, installation, testing, commissioning, maintenance or project execution within industrial environments.
• Experience in power generation, Waste-to-Energy, chemical, petrochemical, utilities or process plant facilities will be advantageous.
• Good understanding of electrical and instrumentation systems used within industrial or power-plant environments.
• Working knowledge of PLC, DCS, SCADA and industrial control systems is preferred.
• Experience managing contractors, engineers, vendors and multidisciplinary site teams.
• Good understanding of construction safety, Risk Assessments, Safe Work Procedures and HSE requirements.
• Strong troubleshooting, analytical and problem-solving capabilities.
• Strong leadership, coordination and stakeholder-management skills.
• Able to work independently and manage multiple site priorities under tight project schedules.
• Good written and verbal communication skills.
• Proficient in Microsoft Office and engineering/project documentation systems.
• Willing to work beyond normal working hours when required to support critical project or commissioning activities.
