Key Job Responsibilities:

Consulting and Project Delivery (70%)

. Lead consulting projects from initiation through completion, including research design, stakeholder engagement, analysis, and report development

. Execute complex analytical assignments across health systems, policy, financing, and digital health domains

. Develop high-quality deliverables including policy briefs, research reports, case studies, presentations, and technical assessments

. Manage project timelines, budgets, and client relationships to ensure on-time, on-budget delivery

. Conduct literature reviews, policy analyses, and environmental scans across Southeast Asian health systems

. Support quality assurance and peer review of team deliverables

. Participate in and lead client meetings, workshops, and presentations

. Build and maintain stakeholder relationships related to projects and consulting assignments

. Develop client-facing communications materials and presentations

. Mentor and supervise junior consultants and research staff on project assignments

. Contribute technical expertise to multi-country and regional initiatives

Business Development (20%)

. Develop new consulting and project opportunities aligned with organizational strategy and regional priorities and ongoing projects

. Support proposal development including conceptualization, technical design, budgeting, and writing

. Build and maintain relationships with potential clients, partners, and funders across government, multilateral organizations, foundations, and private sector

. Represent ACCESS Health at conferences, roundtables, and networking events to increase organizational visibility

. Participate in client pitches and presentations

Knowledge Building and Thought Leadership (10%)

. Build and maintain expertise in key thematic areas relevant to Southeast Asian health systems (e.g., health financing, universal health coverage, digital health, primary healthcare, health workforce, health equity)

. Contribute to knowledge products including blog posts, policy papers, case studies, and publications

. Support ACCESS Health's participation in regional and global knowledge networks

. Contribute to internal capacity building and knowledge sharing

QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES:

Qualifications

.Master's degree or higher in public health, health policy, health economics, public policy, or related field

.Bachelor's degree with appropriate years of experience will be considered

Experience

. Minimum 4-6 years (with Master's) or 6 - 8 years (with Bachelor's) of relevant experience in consulting, research, or technical advisory roles in health sector

. Demonstrated experience managing consulting projects or research assignments from design through delivery

. Experience working in or on Southeast Asian health systems strongly preferred

. Track record of producing high-quality analytical reports and client deliverables

Skills and Competencies

. Strong analytical and research skills including qualitative and quantitative methods

. Excellent written and oral communication skills

. Proficiency in data analysis tools and policy frameworks

. Knowledge of health systems, policy analysis, and/or health economics

. Familiarity with consulting methodologies and project management
