Applications Project Manager

We are seeking an experienced Application Project Manager to lead the end-to-end delivery of turnkey ICT and application development projects. The ideal candidate will bring strong expertise in project governance, SDLC and Agile delivery, and effective stakeholder and vendor management, particularly within regulated environments.

Key Responsibilities

Project Management & Delivery

• Lead the full project lifecycle, including initiation, requirements gathering, solution design, development, testing, deployment, and post-implementation support.

• Develop and maintain detailed project plans covering schedules, milestones, resources, risks, and dependencies.

• Ensure projects are delivered on time, within approved budget, and in accordance with agreed scope and quality standards.

• Proactively identify, track, and mitigate project risks, issues, and interdependencies.

• Prepare, review, and manage Statements of Work (SOWs), ensuring clarity of scope, deliverables, and acceptance criteria.

Stakeholder & Vendor Management

• Act as the primary point of contact for government agencies, internal teams, and external vendors.

• Facilitate requirements workshops, document business and technical requirements, and align stakeholder expectations.

• Manage third-party vendors, including deliverable tracking, performance management, and compliance with contractual obligations.

Compliance & Governance

• Ensure project compliance with relevant policies and standards, including IM8, PDPA, cloud and cybersecurity guidelines, and government procurement processes.

• Support tender preparation, evaluation, and technical submissions for government turnkey ICT projects.

• Coordinate and manage audits, security assessments, and compliance documentation throughout the project lifecycle.

Technical & Solution Oversight

• Collaborate closely with solution architects, developers, and infrastructure teams to validate technical feasibility and ensure alignment with architectural and security standards.

• Maintain a working understanding of application architecture, system integration, and API/interface requirements.

• Review and validate functional and non-functional requirements, UAT strategies, and quality assurance processes.

Budget & Reporting

• Prepare and manage project budgets, cost estimates, forecasts, and expenditure tracking.

• Deliver regular project status updates, dashboards, and management reports to stakeholders.

• Escalate critical risks and issues promptly, with clear mitigation and recovery plans.

Job Requirements

• Bachelor's degree in Computer Science, Information Systems, or a related discipline.

• Minimum 5 years of project management experience, with at least 3 years delivering Singapore Government ICT projects.

• Proven experience managing Agile and/or Waterfall application development projects.

• Strong track record in managing vendors, budgets, and multiple concurrent projects.

• Professional certifications such as PMP, CITPM, PRINCE2, Scrum Master, or equivalent are highly preferred.

• Excellent analytical, communication, and leadership skills.

• Ability to operate effectively in fast-paced, multi-stakeholder environments with stringent governance and compliance requirements.

Additional Requirement

This role requires the successful candidate to obtain CAT 1 security clearance, due to the sensitive nature of government projects.
