Job Description
QXY Resources Pte Ltd is seeking a seasoned Administrative Director to serve as a high-level governance lead and HQ representative for our Singapore entity. This is a strategic oversight role focused on maintaining corporate governance, financial integrity, and alignment with global group policies.
The Administrative Director acts as a bridge between the Singapore entity and the Headquarters (HQ). This is not an operational role while you will provide guidance and constructive challenge to local leaders, the day-to-day management, project delivery, and operational decisions remain the responsibility of the local management team.
Key Responsibilities
HQ Liaison & Reporting: Serve as the primary point of contact for HQ provide regular reporting, high-level dashboards, and timely escalations regarding the Singapore entity's health and performance.
Governance Oversight: Ensure all local decisions and priorities remain strictly aligned with group direction, global policies, and delegated authority limits.
Financial & Budgetary Stewardship: Review budgets, cash flows, and performance reports. Provide high-level check and balance by challenging assumptions and endorsing corrective actions without managing daily procurement or sales targets.
Compliance & Risk Management: Maintain oversight of corporate governance and statutory compliance (ACRA, MOM, IRAS) through coordination with local internal owners and external advisers.
Strategic Approvals: Review and endorse major commitments - including significant contracts, investments, and financing - for Board or HQ approval, ensuring all due diligence aligns with the group's risk appetite.
Advisory Leadership: Provide guidance and constructive challenge to local leadership. This role operates through influence and governance rather than direct line management of operational staff.
Corporate Representation: Represent the company at a Director level in key external meetings (e.g., with banks, auditors, or regulators) alongside local management when required.
Job Requirements
Governance Expertise: Proven experience in a Director, Board, or Senior Oversight role with significant experience reporting to a Global HQ or Group structure.
Strategic Mindset: Exceptional ability to operate through influence rather than direct authority, guiding local teams without engaging in hands-on operational control.
Technical Proficiency: Strong understanding of corporate governance frameworks, financial controls, budgeting, and risk management.
Regulatory Knowledge: Familiarity with Singapore's statutory and regulatory environment (ACRA, MOM, IRAS) and experience managing relationships with external legal and tax advisors.
Communication: Elite stakeholder management skills with the ability to provide clear, concise written reporting to executive leadership.
Industry Context: Experience in Construction, Engineering, Infrastructure, or related service industries is highly advantageous.
Qualifications
Education: Bachelor's Degree in Business Administration, Management, Finance, or a related field.
Advanced Degree: An MBA or Master's Degree is strongly preferred.
