Job Description

Job Responsibilities

A. Workplace Safety & Health (Construction)

  • Act as the appointed WSHO registered with the Ministry of Manpower (MOM).

  • Ensure compliance with WSH (Construction) Regulations and all relevant subsidiary legislation.

  • Develop, implement, and maintain the Project WSH Management System.

  • Conduct daily site safety inspections covering:

    • Work-at-height activities

    • Lifting operations

    • Excavation and earth retaining works

    • Confined space works

    • Electrical works

  • Review and endorse Risk Assessments (RA), Safe Work Procedures (SWP), and Method Statements.

  • Organise and conduct toolbox meetings, safety briefings, and WSH committee meetings.

  • Investigate accidents, dangerous occurrences, and near-misses submit incident reports to MOM when required.

  • Enforce Permit-to-Work (PTW) systems for high-risk activities.

  • Coordinate safety matters with subcontractors and ensure compliance across all trades.

  • Prepare monthly WSH reports for management and client submission.

  • Liaise with MOM officers during inspections and audits.

B. Environmental Control (Construction Site)

  • Act as the appointed ECO registered with the National Environment Agency (NEA).

  • Ensure compliance with NEA regulations and site Environmental Management Plan (EMP).

  • Monitor and control:

    • Dust and air pollution

    • Noise levels

    • Vector control (mosquito breeding prevention)

    • Waste management and disposal

    • Earth control measures (ECM)

  • Conduct weekly environmental inspections and maintain proper records.

  • Ensure proper implementation of wheel-wash systems and site housekeeping.

  • Coordinate environmental control measures during demolition and earthworks.

  • Liaise with NEA officers during inspections and audits.

Requirements

  • Registered Workplace Safety & Health Officer with MOM.

  • Registered Environmental Control Officer with NEA.

  • Diploma/Degree in Engineering, Safety, Environmental Science, or related discipline.

  • Minimum 3-5 years of WSH experience in construction projects.

  • Strong knowledge of local construction safety regulations.

  • Familiar with CONQUAS and LTA project requirements (advantageous).

  • Good report writing and communication skills.

  • Able to work independently and enforce compliance firmly on site.
