Job Summary

You will lead the site safety team to manage and enhance safety management systems, ensuring full compliance with Singapore WSH Act during complex semiconductor fab and industrial construction projects.

Responsibilities

  • Develop, implement, and audit the site's Safety Management System to comply with Singapore legislation and ISO 45001 standards
  • Act as the primary liaison with MOM, NEA, and other regulatory authorities to maintain up-to-date legal registers and licenses
  • Lead and approve Risk Assessments and Safe Work Procedures for high-risk operations such as heavy lifting, cleanroom installations, and hazardous material handling
  • Conduct regular, independent site inspections and audits, issue Corrective Action Reports, and ensure timely hazard rectification
  • Lead workplace incident investigations using root-cause analysis methods and compile statutory reports with preventive recommendations for management
  • Program and chair Safety Committee meetings with subcontractors, clients, and management to review safety performance and resolve site conflicts

Required competencies and certifications

  • Registered Workplace Safety & Health Officer (WSHO) with the Ministry of Manpower (MOM)
  • Specialist Diploma in Workplace Safety & Health (WSH Level C) or equivalent degree recognized by MOM for WSHO registration

Preferred competencies and qualifications

  • Confined Space Safety Assessor (CSSA) certification
  • Authorized Gas Tester (AGT) certification
  • Safe Management Officer (SMO) certification
  • Minimum 3 to 5 years post-registration experience as a WSH Officer, preferably in semiconductor fab expansions or heavy MEP construction
  • In-depth knowledge of Singapore Workplace Safety and Health Act, Environmental Protection and Management Act (EPMA), and Fire Safety Act
  • Proven ability to manage sub-contractor safety and interface with multinational clients and main contractors
  • Strong leadership, conflict-resolution, and command skills to enforce safety policies firmly and diplomatically on-site
