Position Overview
We are seeking a Workplace Safety & Health (WSH) Officer to oversee, manage, and elevate our safety management systems. You will lead the site safety team, ensure full regulatory compliance with the Singapore WSH Act, and work closely with project management and clients to maintain an incident-free environment during complex semiconductor fab/industrial construction phases.
Key Responsibilities
WSH Management System (WSHMS): Develop, implement, and continually audit the site's Safety Management System to comply with Singapore legislation and ISO 45001 standards.
Statutory Compliance & Reporting: Act as the main liaison officer for MOM, National Environment Agency (NEA), and other regulatory authorities. Ensure all legal registers and licenses are up to date.
Risk Management Leadership: Lead and approve comprehensive Risk Assessments (RA) and Safe Work Procedures (SWP) for high-risk operations, including heavy lifting, cleanroom installations, and hazardous material management.
Site Inspections & Corrective Action: Conduct regular, independent site walkthroughs and audits. Issue Corrective Action Reports (CAR) and follow up to ensure immediate rectification of hazards.
Incident Management & Analysis: Lead investigations for any workplace incidents, accidents, or near-misses. Utilize root-cause analysis (e.g., Fishbone, 5 Whys), compile comprehensive statutory reports, and present preventive measures to management.
Safety Committee Leadership: Program and chair regular Safety Committee meetings with subcontractors, clients, and management to review safety performance and resolve site conflicts.
Professional Qualifications & Certifications
Must be a Registered WSH Officer (WSHO) with the Ministry of Manpower (MOM).
Must possess a Specialist Diploma in Workplace Safety & Health (WSH Level C) or an equivalent degree recognized by MOM for WSHO registration.
Possession of additional specialized certifications is highly advantageous:
Confined Space Safety Assessor (CSSA)
Authorized Gas Tester (AGT)
Safe Management Officer (SMO) Certification
Experience & Skills
Minimum of 3 to 5 years of post-registration experience as a WSH Officer, ideally within Semiconductor Fab expansions or heavy MEP construction.
In-depth knowledge of the Singapore Workplace Safety and Health Act, Environmental Protection and Management Act (EPMA), and Fire Safety Act.
Proven track record of managing sub-contractor safety and interfacing with high-expectation clients (e.g., MNC clients/main contractors).
Strong leadership, conflict-resolution, and command skills to enforce safety policies on-site firmly but diplomatically.
